I had cataract surg in april,per Benda m,dr carter would use machine insurance would not pay for,I am left paying bill of over$4000. Angela the office Mgr said I had laser surgery,at my age of 68. I kept asking for copy of bill,angela sent me what they bill my insurance, in July I called for angela for the bill,I was told angela no longer worked there. I asked the new lady for copy of bill but have yet to receive it. Why did they not sent bill to insurance for what I had cataract not laser
Desired outcome: I want to know why bill for $4000 was not sent insurance and why angela said I had laser surgery
eye exam
My wife and I had joint appointments at Carter Eye Center in Dallas.
We went through the exams together, saw the same staff and did the same test. At the end we saw the same Doctor.
Shortly after we were there we got a !00.00 dollar bill for my wife's exam.
I immediately called the office to see why we had a balance. After a brief hold on the phone the lady told me that they had only filed for Medicare and not her supplement insurance. They had done both for my exam. She said it was their mistake and they would immediately file.
Now several months later, and no bills from Carter, we receive a collection letter from Southwest Recovery Services saying our account has been turned over to them for collection.
We have not followed up with any treatment anywhere but when we do it will not be at Carter Eye Center.
It is not a well run eye factory.

Carter Eye Center gave me an appointment and then took 2+ hours to see us. I'm very upset and unhappy by my treatment. They were rude and unprofessional and wasted my time. When I see a doctor, they are on my employee and I've fired Dr. Harvey Carter as my doctor. Absolute horrible service! Patient beware! =(

Stay away
I had nearsightness -6.25 & -6.0, before my 2 Lasik surgeries at Harvey Carter Eye Center. My right eye after the surgery became -.75 astigmatism. As years go by, my nearsightness comes back, now -.1 & -.75+1.25 astigmatism. I went back to Dr. Harvey Carter but because of the Lasik, my eyes become so flat that none of the contact lens will fit me. I am so remorsed and upset. I have to wear glasses everyday now and no more contact lens. Whenever friends want to do it, I will strongly tell them not to go to Dr. Harvey Carter. Should I knew that the nearsightness will come back, I would have never done it.
Money Hungry
I recently made the mistake of choosing Carter Eye Center as the place to get my annual eye exam. They are over priced, discourteous, and unconcerned with the satisfaction of their patients. A contact eye exam was 100- even with my vision insurance. They failed to honor a 15% discount that my insurance mandates, and even went so far as to lie to the insurance when someone contacted them about this.
After answering "yes" to whether or not I get headaches, they charged me for an additional $50 and billed my medical insurance an exorbitant amount. They claimed that my visit was then considered a "specialist" visit since I wanted to see the MD doctor (I was not allowed to see the doctor, just the standard OD). They failed to get my permission to do any additional tests, nor did they disclose the amount they would be charging me. I would rather go to a vision center in Wal-Mart than ever go back to that place.
I spent four hours from the time I saw the first technician and during the last hour and a half, I had to witness the office manager and receptionist bicker and yell at one another. This place does not care about their patients; instead only worrying about ensuring they are able to bamboozle as much money as possible.
If you decide to visit them for your eye care needs, I can guarantee you will regret it.

Couldn't be happier
I had my LASIK done by Dr. Carter 2 years ago and couldn't be happier! He and his staff were professional, worked with me money wise and have been very helpful ever since. I would DEFINITELY recommend Dr. Carter to anyone interested in Laser correction.. AND Dr. Carter does NOT have an F rating, so obviously the previous posts were lying...

Dr Carter is not worth going to
About 1 hour after Dr Harvey Carter performed Lasik surgery on me, I couldn't even open my eyes and they were tearing profusely. I kept trying over and over again to sleep it off, but I kept waking up because of the pain. After the first 30 days, my eyesight started getting worse. It still wasn't as bad as it started out as ( I had -4.75 prescription prior and it was now -.75). It wasn't so bad that I needed a legal prescription to drive, but I couldn't really see in dim or dark areas. If I drive at night I really need the contacts. During the day, I just can't see street signs until it's too late. I don't recommend going to Dr Carter for an operation, his employees are very rude and his skills need improvement.

Dallas, TX, October 7, 2009 -- Is it possible to get Lasik eye surgery for free? That’s what Carter Eye Center was offering recently in radio commercials. The ads claimed the center was conducting a clinical study and offered participants Lasik in one eye for free. Study participants were required to pay for Lasik in one eye in order to receive Lasik in the other eye for free.
At the same time, Carter Eye Center has been advertising "buy one, get one free" Lasik separately from the study offer.
Carter Eye Center, 5315 N. Central Expwy., Dallas, now says the study is completed, but continues to advertise the separate “buy one, get one free” offer.
In response to BBB requests, Carter Eye Center has not provided basic information about the advertised study or the continuous “buy one, get one free” offer.
As part of its local advertising review program, the BBB serving Dallas and Northeast Texas wrote to Carter Eye Center on August 12, 2009, asking about the “free” offer. The BBB was seeking information to show that a study was actually being conducted, and that the “free” offer was truthful.
Carter Eye Center replied on August 19, 2009, that the study was “designed to evaluate certain parameters regarding Laser Vision correction … The study involved the patient paying for the first eye surgery with the second eye surgery being performed at no charge or free for the patient.” Carter Eye Center also advised that the study was concluded.
"One of the BBB’s basic principles of truth in advertising is that advertisers should be prepared to substantiate any claims or offers and, on request, provide that substantiation to the advertising medium or the BBB, " said Jeannette Kopko, BBB Dallas spokesperson. "Because Carter Eye Center’s reply did not provide dates or other details of the study, the BBB followed up."
On August 31, 2009, the BBB wrote to Carter Eye Center, asking for “specific details regarding the study which Carter Eye Center advertised to consumers: the start date of the study; the end date of the study; and the number of participants in the study.”
The BBB also asked whether the advertisement was approved by an Institutional Review Board (IRB) prior to public dissemination, as called for in U.S. Food and Drug Administration (FDA) guidelines.
Ads for the separate, continuous “buy one, get one free” offer appear on the center’s Web site, stating: “Buy One Get One FREE. IntraLASIK with the latest iFS Technology.” Details state that this is a limited time offer.
The BBB Code of Advertising states that, “in an offer of ‘free’ merchandise or service that is conditional on a purchase, the ‘free’ offer must be temporary; otherwise, it would become a continuous combination offer, no part of which is free.”
In the August 31 request, the BBB also asked how the study offer was any different from the continuous “buy one, get one free” offer. There’s been no further reply from Carter Eye Center to these questions.

Dr. Harvey L. Carter Carter Eye Center Runied my Eyes. I had LASIK eye surgery at Dr. Harvey L. Carter Carter Eye Center a year and a half ago. Since then I have had a lot of problems, including constantly and burning dry eyes, halos, star bursts, bad to almost no night vision, etc. It has significantly changed my life for the worse. I'm getting very depressed, angry, taking days off just to lie in bed all day. It has ruined my life to the point that I just want to quit work and give up.
When I first went to the Carter Carter Eye Center they told me what a high technology they had and later I found all the things they said including what the cost would be was not true at all. I have started seeing another lasik doctor and he is going to fix the damage done by Dr. Harvey Carter.

I know very well about Harvey Carter and his so-called "bed side manner". He's an arrogent a**hole that has the balls to say he's the best thing since sliced bread. Let me tel you one thing bud, you aren't as great as you want people to believe.
I worked for this slime ball for almost 2 years, I go in and ask for a raise, they immediately show me the door... yep, they fired me for asking for a raise.
I've heard many many people say they wouldn't trust their eyesight to this jerk because of his attitude and the way he treats patients and staff.
My experience wasn't that great either. Although my vision is OK, I have a lot of issues seeing at night. Glare around lights and poor vision in low light. Daytime is OK although I'm seeing only 20/40 in one of my eyes. Had to have a 'correction' performed after the initial surgery and although I have another correction available, don't think I want to go under the laser/knife one more time!
I have also been horrified at Harvey Carter of Carter Eye Center, Dallas. I can not bring myself to address him as a Doctor! He has made false statements claiming that I had 20/20 after surgery? He never informed me of this? That is why I became a problem, I kept asking when was I going to see the improvements? I just kept getting one reason or another all the way from: you are just healing slower than most, during one visit it was determined that one of the eye tube's that Carter said 5min. before surgrey that I needed ($350.00) on top of the $4000.00 ( I bought the best plan offered for the 20/20 gurantee!) had fallen out and I would need to pay for another, I became just a tad upset so the tech said he would just put a new one in and wouldn't tell. He said Carter would be really upset if he found out? They had only been in a little over 8mo. When that didn't help the tech said he knew Carter wouldn't approve an enhancement surgrey. I ask why and he said he would see if Carter was available to see me? That's when it became apparent that this little arrogant jerk had no intentions of trying to fix my eyesight nor did it seem to bother him in the least that I was very upset! I have tried to get the financier to help me but short of Neon signs over the little office to talk about pmt. this financial instition would be crazy to rule against this man! The Medical Board is still investigating my complaint at this time, Carter has sent a letter threating me with harrasment? This little man is evil! I also noticed that the possitive feedback above was posted on the same date? 500days ago? strange! I also have eye glasses once again w/ the same sentiments of knowing Carter for his bad behavior and as a poor doctor? I can only hope the Medical Board will hold him accountable. It's just wrong to steal people blind!

I am not completely sure what result the writer intended for the complaint above. The results of my experience with Carter eyecare was phenonemal. I have had corrective lenses since the age of 18 months old. It was a large decision to have Crystalens because I already knew what it is to not see. I was only told by Dr. Carter that I was correctable to 20/25 and actually got 20/20 in one eye. Every surgery or procedure, performed by a human being, is a risk and someone considering a procedure must determine if they can live with the worst result prior to consenting. As a patient, I don't care, nor is it my business what Dr. Carter's philosophy of life or the world is, as long as he gives me the best care he is capable of.
I also have had the Harvy Cater experience which was completely bad! I struggle with my sight everyday and there is no solution. I have seen many specialists since my Lasik with Cater and they all are very aware of Cater and his practice. One doctor put it best: Dr. Cater does not have a medical practice, he practices medicine.
I only have clear vision out of one eye now, the other is very cloudy despite several surgeries. Dr. Carter has attempted to fix the problem but has not been successful. I do give him credit for being responsive, but having my eyesight severely compromised is worse than I thought possible going in. The particularly bad thing is I am not even correctable now in that eye. Very disappointed - I would not do it again if I knew what I know now.
I also had a very bad experience with Dr. Carter who completely blotched my lasik experience. I now can only see 20/30 with a hard contact and the best they can correct with glasses is 20/50. I have seen numerous doctors since and they are all aware of Dr. Carter's handiwork. One of them summed it up perfectly: 'Dr Carter does not have a medical practice, he practices medicine'!
Dr. Carter is a fantastic eye surgeon. My visit to Carter Eye Center was very wonderful. I was treated like a queen by all of his staff including Dr. Carter. I never felt better about spend my money for something that is consider elective surgery. I do and will continue to recommend Dr. Harvey Carter and his clinic Carter Eye Center for all of your eye needs.
Dr.Carter is one of the best eye surgeons around. I got lasik done last year and he made me feel completely comfortable. He fixed my nearsightness and I have not had any problems since. I was referred to him by my friend who was also a patient and she had the same experience. I have never been treated so well by a doctor. I would refer him to anyone that is looking for any kind of eye surgery.
