The only communication I got, after repeated inquiries, was a threatening email advising they had all my pertinent information and that "I better not make trouble at risk of being exposed or exploited."

Beware! these fellows are venomous serpents in a hiding. they have duped lot of helpless people of their hard earned savings. they will go into absolute and minute details of how they can get you a new passport or an id or a so called identity package. you will email/talk to a supposedly super nice guy called conor/brad smith (both of them are same) they will ask you money in the name of frederick doanld in chicago il usa or some nolan conor somwhere in ontario, canada and by the name of peter david or matt dave in the eastern parts payable in london uk. or by the name of khaled mahmoud in dubai. if you are the real frederick donald, nolan conor or matt dave or khaled mahmoud reading this, then probably your identities are stolen and they are using your name and details to cheat people. search the internet and you will find that they have a big nexus of fake ids on which they will pick up your wired money from various countries and gulp down your money in seconds and stop communicating with you. if you retaliate, they will threat that they have connections with the mafia and they want more money or your personal information will be exposed. tell them to go to hell, as the fbi and interpol are already hot on their trails with their ip addresses exposed, the site seems to be hosted somewhere in thailand or some other country like that. only a fool will disclose their own identity and details while transacting with them. beware and do not fall for them! they are evil people!

After researching for a while after learning my lesson, I realized that all the vendors we can reach out to online through search engine are all 100% scam.
if you really need it you need to get into deep web and find a vendor from deep web markets. Even in deep web make sure you do your research and make sure vendor is legit.
you can find vendors from alphabay marketplace on deep web. Only thing that's pain in the ### is that they only take bitcoins as payment method. that's probably the best way to go. If you are looking for Canadian Passport like I was, I can give you contact to the vendor I found on deep web. I know that people shouldn't be purchasing id and passports in this manner, but just to inform people about the hidden sites around the net 'who' actually delivers the product.
First of all selling passports and fake ids are illegal therefore the people wouldn't have their sites visible if they are genuine sellers. They would hide the websites so that they would not be caught, or something.
The site is now banned at the moment because they were too popular, and they do actually deliver; the site was www.idchief.ph, but unfortunately they were caught or something and was banned/arrested.
Another site that actually delivers is www.wishlistlondon.net/upgl2, they may still be in business or may have moved their site to somewhere else if site doesn't work, but always good to check them out if you are actually desperate to get a identity... they seem to hide well from legal representatives, apparently they've changed their address like 8 times so far, thus i don't know if this site is still up.
Furthermore, another way is to find local sellers. You can hear and gather information about them through the word of mouth... I think its more reliable in terms of getting the product, but i am not too sure about the searching and finding part of this method. Some people are violent or threatening in most cases.
Well.. all in all just wanted to give people a heads-up before they do anything weird.

Why are you getting any of these things from non-government sources?
By the way, you can't purchase Canadian ID from retail sources. It's illegal. Why don't you apply legally for these documents like other good, law abiding Canadians? If you weren't born in Canada, you'll never get a Canadian birth certificate. And how can you get a credit report about a credit card that would be impossible for you to have without proper identification? Also, here in Canada, it's called a Social Insurance Number (SIN). You never would have gotten a credit card without one of those.
Please apply to legally immigrate, to fit in and work and pay your taxes. If you cannot do these things in Canada, then please go back to where you came from. You are not helping.
