These people hire models off craigslist, claiming they're legitimate. They make the people work, then they do not pay them at shoot as promised. Owners are David Sacks and Beth Altrogge. They operate in NY, also, so they have a safe base to scam from. Sample:

The complaint has been investigated and resolved to the customer’s satisfaction.
This is David Sacks. In 20 years of hiring and paying hundreds and hundreds models, we have paid every single model, and I have the cancelled checks to prove it.
I have never met Janey and have no idea where he/she is getting his/her information.
In any case, not paying models makes no sense. If I don't pay the models whom I hire, then I can't use their photos because their model releases become invalid and I open myself up to lawsuits. Make sense?

Thank you for ignoring this erroneous complaint.

I know David Sacks and he is a professional and a gentleman in all ways. Check his website DavidSacks.com and you will see a list of the companies he's worked for and samples of his work. He also donates tons of time shooting pictures for charity and you can see that on the philanthropic section of his website. Every year he has given photos for a charity auction for CovenantMercies.org. It's called "Portraits of Hope" He wouldn't have the clients he has if he didn't pay his models. You can ignore this complaint and check him out yourself.
