Gaggle.net review: Failure to quarantine semi-nude photo minor

My daughter goes to Fredericksburg City Schools and was suspended because she was able to download a photo on to school laptop. Sadly, several days later, the assistant Principal asked my daughter to pull up the photo that should have been quarantined and only viewed by the administrators who have the authority from gaggle. I was told that any document, file or video once discovered is quarantined. This did not occur and I am unsure who has had access to my daughter's photo.
