We purchased the Vallarta Garden in the beginning of 2019. We were told that liquidation process from previous timeshare to the Vallarta Garden. No response. So, we contacted them every month since September, 2019. They said Arrow Marketing took over the marketing from PILA and we learned they did not process our liquidation. We spoke on the phone and exchanged many emails... fast forward... They basically said same thing. PILA management made an incorrect registration on our contract, placing it on the activity of rental and resale, subject to the payment of 36% of income taxes. Arrow Marketing was "dealing" with government, but as of March 2020. According to AMGP this was taken was resolved As of October, 2020, we were told we were good to go and should receive monies due Last Thursday of 2021. Again have not received and have contacted them 5 times, no return calls, text or email.
It's been 2 years, and I'm contacting Profeco.

I too have been waiting since January 22, closing date of my property. They just keep saying it is being handled and I don't need to submit any thing else. What a mess.
The same this has happened to us. We're kicking ourselves for believing this was legit.
We paid the money, and when the time came for us to receive payment, they kept putting us off. They said there was a timeframe involved so that the Mexican government could confirm that it didn't have anything to do with money laundering, and also that there would be a higher tax to pay if we didn't wait until the 365-day mark. They told we wouldn't have to wait, not would we have to pay that tax, if we went to Mexico to pick up the money ourselves. Arrow Marketing informed us that they would pay us additional money for the inconvenience of having to wait. We offered to go to Mexico to pick up our payment, but of course, no one ever got back to us as to where and when. When we contacted Vallarta Gardens, they told us that they didn't have anything to do with the marketing--and we always got the run-around when we contacted Arrow Marketing. I tried to contact the rep that set us up (literally), but of course, he changed his phone number and email address.
Unfortunately, it doesn't appear as though PROFECO can do anything, since they don't handle anything that has to do with real estate. If anyone does figure out a way to stop Vallarta Gardens and Arrow Marketing from scamming people, we'd love to assist. One more thing--if you're someone that has fallen victim to this scam, and it's been less than 60 days, file a dispute NOW with your bank. If you go past the 60 days, VISA won't do anything about your dispute.
This is disgusting, and we'd really love to see Vallarta Gardens and Arrow Marketing made accountable for scamming so many trusting people out of their hard-earned money!

The salesman was Ricardo Sanchez and I told him I thought it was a scam and he was so smooth and assuring and now where is he.

I have reached out to the Consulate of Mexico in Vancouver. They told me to let my client know that they can file a complaint with the Consulate directly themselves as the government don't want intermediaries, including lawyers, to file this complaint. The reasons is to avoid another scam.
My client was represented by another (supposedly) Mexican lawyer who scam him.

We are yet another victim. We bought Vallarta Gardens in November 2020 after being told they would buy/sell another TimeShare from us, which was the only way we could/would afford to buy into Vallarta Gardens. We waited the 300 days we were told we had to wait to process everything, then they said they couldn't pay due to Covid issues and said would have to wait until January 2022 to pay but with interest. They went so far as to send a wire confirmation number in January and it didn't go through. So, they "resent" it, and now the because the Mexican "irs" was flagged, have to wait through first quarter. If anyone knows how to get money back even for Vallarta Gardens, please let us all know. I will be contacting an attorney to find out what can be done, if anything. Has anyone else been in touch with an attorney who can practice law in Mexico?
I'm having the same issue and have talked to an attorney in Puerto Vallarta but have not retaied the attorney yet. Don't know how likely I am to get any money and really don't wish to spend thousands more to get nothing. We are going Puerto Vallarta in a couple weeks, and I am sending an email to the General Manager at Vallarta Gardens with our concerns, and we are going to ask for a face- to-face meeting with him. I have a feeling we won't hear back from him. I don't know if Mexico allows class action suits, if so, perhaps we can get a group to do that.
We are also in limbo with Vallarta Gardens as all of you have stated. Any input, help to get out of this would be appreciated. I feel for the lady that said 7 months, we are over 1 year now. We were part of the scam also and thought we would finally get our money after paying taxes, etc to have the American government hold the funds because they thought we were laundering money. Now the US wants to use another $9000 for 30 days to prove to them we are now laundering money through the cartel.
What a mess, we have been in and out of this journey for 7 months.
Arrow should be ashamed of themselves and stop doing business. They should be under investigation not those who paid them money in good faith for a vacation place.
Our story is the same. Very distressing and confusing. We used a week in December 2021. Asked to talk with a salesperson so we could voice our concerns...it was a bit of work, but we did get to meet with Harold. Harold called Arrow who told him they only needed a certificate of sale in order to dispense the money. Harold provided us with this, we sent it to Arrow. Arrow told us we would receive the money soon. Now we can't even get them on the phone. I have emailed all the salespeople and managers at Vallarta Gardens and Arrow twice since January and not one of them is responding to the emails.
We are interested in joining a class action as well.
We also used a week in December 21 and going back this November. Love the resort but our appointment with sales person was frustrating and disappointing. I just posted about a phone call and email I received today re a class action lawsuit.

Like all of you, we also were made promises by VG about what Arrow would do…zip, nada. Today I received a phone call from a man who introduced himself as David Robles, an attorney from Mexico City whose firm, ABAI, S.C., is representing a class action suit against Arrow Marketing. He appeared to have our files as he knew our full names, phone number, email address, the date of our contract and the details of how much they offered to pay to buy out two other time shares and the weekly rental fees for past three years, He didn’t ask for money or any info. Within a few minutes, I received an email asking only for proof of our identity…drivers license, passport or other government issued identification. He said, and the email confirmed, after receiving funds in US$, we would need to sign an agreement not to take legal action against VG.
I’d like to believe this is real and we might get some money we were promised…but scammers are smooth. Has anyone else heard from this firm?

I’ve been dealing with him for over a year and have given him money and he kept wanting more and I did not give him anymore and told him I wanted to cancel the whole deal and I still have not received my money back. I was told I had to wait 155 days or some odd amount of days which I did, and still no money, have you heard from him again or has anything been done with your timeshare?

I’ll try to laugh with you, because we have been housed with many offers to help. They all know so much about our deal that it’s hard to imagine they are not employed by VG but when I call VG I’m told they are scammers. Every time. Lucky for me I’ve only trusted these scammers once, not including VG and Arrow of course. The only path is litigation.

Looks like we fell for the same thing. Our first payment for the marketing weeks was due in October '22. After weeks of follow-up, Arrow Marketing Group said the first ACH transfer failed, then weeks later, they claimed the second one failed and that the Mexican IRS was attempting to collect a 33% tax due to the duplicate distributions, but don't worry, Arrow will take care of it and will have it handled within 30 days. 60 days later, we have still received no responses to our emails.
When Vallarta Gardens was looped into the email chain, they brushed us off, stating that AMG was a separate, independent company.
If anyone could share details on their contact with PROFECO or the Mexican Consulate, we would greatly appreciate it.
Please let us know if you make any progress. All our solo efforts have been a waste.

I doubt this is truly the email for IPAB. I was scammed by VG / Arrow / etc. too. I'm happy to chat with anyone about a lawsuit and contacting the *actual* Mexican government about this.
I also doubt that this guy got any money back. Scammers are piling on. No one should be asking the victims to give more money. I’ll jump in with anyone who wants to find a suit against VG and/or Arrow.

We purchased in Feb 2022 and the marketing company was Innova. We’ve had the exact same run around. We’ve accepted the fact that we won’t ever see our money but I’m so appalled that to this day they are still giving the same spiel, but once you buy they say they are separate from the marketing company. With the marketing component aside what else exactly do we get for being concierge members? I’ve been asking this and still no response. It’s almost impossible to book at VG so what does our membership entitle us to. Basically we just handed over money.
So far we have been able to book... and it was even short notice.. It is a nice place but we were told it is forever and ever and ever to be used... could that be true. We only bought as investment and that is totally not true. Arturo Vero is the man and our marketing was Alliance which no longer exists but probably never did as it sounds like the marketing agency changes all the time... which means they probably are not ever real to begin with... Let spread the news... everywhere. If Vallarta Gardens lost money they might pay attention to the scam they are allowing... we were told they cannot say a thing or they will lose their jobs.

We are in the same situation with a different marketing group, Alliance, which no longer seems to be in existence.
We made a visit last December 2022 and got upsold to a "better deal" so that we could sell in 2023 for a great profit. How "stupid" could we be... we have not seen a penny, not of the "sale" of the time share there supposedly sold for us... nor the 4 weeks income that we turned in to let them use... and like one of these comments, we were told we had to pay taxes before they could do anything.
Vallarta Gardens, now rebranding as Kovay Gardens takes NO RESPONSIBLITY for allowing this marketing scam to go on in their property... they know no one in sales and sales has no extensions linked to their phones.
The property is delightful and the staff is so kind... but why would anyone go and risk the scam of this? And they always tell you to not talk to other guests as their offers are all "unique". We saved at least two couples from being fooled.
How can we all go into this wisely. We have numbers for time share president and cannot reach them, for Profeco head guy, talked once and he never called back. We have heard that the Profeco and all are totally tied into the mafia.
We also got conned out of our hard earned money. We purchased in April 2022, with a guaranteed payment of week’s deposited back to Allianz. We were supposed to receive funds in October 2022 and again in April 2023. They also guaranteed payout of our existing timeshare. To date we haven’t received anything and can’t reach Allianz Marketing.
We are interested in joining a lawsuit.
