Cell Phone Man review: Cell phone plan does not exist

I have dealt with www.cellphoneman.ca twice before with no issues.
The company sells existing cell phone customers plans with lower rates than what a customer can get through the big cell phone providers in Canada.
However, this time, Tony, the owner, advertised a 25GB plan through Telus which was only $45.00 month. Tony's fee was $29.00.
Once I paid the fee, there was link to download an e-book.
When I downloaded the link, it said that you have to purchase a SIM card from "Freedom Mobile" and have your phone number ported to them. In addition, the existing cell phone customer was to call their existing cell phone provider (Koodo) and threaten to cancel their cell service if Koodo did not match the Telus plan.
If the present cell phone provider (Koodo) refused to match the Telus promotion, then the customer was supposed to port their present cell number to Freedom Mobile and cancel their cell service with Koodo.
Then the former Koodo customer was to wait for Koodo to call them and offer the Telus promotion, or the former Koodo customer was to call a Koodo number which was supposed to offer the Telus promotion in order to get your business back.
So, I called Koodo said that they were owned by Telus and that no such plan existed.
I called Freedom Mobile, but because I live in Chilliwack, British Columbia, I am 35 kms out of their service area. As a result, Freedom Mobile refused to sell me a SIM card. Freedom Mobile has limited coverage in British Columbia and Alberta.
I messaged Tony, and he said that if I couldn't deal with it, he would refund my money.
I tried everything to get a Freedom Mobile SIM card, but Freedom Mobile wouldn't budge and neither would Koodo.
As a result, I messaged Tony several times for the refund but he never responded again.
There are other customers on Tony's Facebook page, some new and previous customers, who have the same complaint.
In the past, Tony used to do the phone plan transfers, but not it is on the customer to do all the foot work.
I noticed that this so-called cell phone plan promotion suddenly disappeared off Tony's website.
I feel that Tony's loophole for setting up cheaper plans has been shut out by the big
cell phone companies and now he has to resort to Do-it-Yourself plans which do not work.
If Tony has any integrity, he will refund the $29.00, especially after telling me that he would.
