Community Block Grants review: Customer service

A friend in WV notified me that I was on a list to receive a Community Block Grant. Although I had not applied for one, he said that I should follow through and see if I could get some money. After jumping through hoops this afternoon, I got down the choosing the amount. Of course there was a charge associated with each amount and it went up as the awards got higher. The agent that I dealt with was James Smith. Along with several other red flags, he would not give me his Email address. Please look into this situation. James Mock
