I am sick of these scamers sending these outragous e-mails, why does'nt the goverment search the IP addresses and go after these scamers?

I've received an email today from the so called "UK NATIONAL e-LOTTERY" which of ‎course was wired for me, I've checked online and found the comments above... ‎Yes they lie and cheat and use peoples dream and don't know what would they get out of ‎it?‎

I can see why people might see these things as scams, and they, most likely, are, but I don't under stand how anyone could make money by sending someone one of these e-mails. They don't ask for bank details, or any such information, they just annoy people. No one could make money out of these things, so I don't understand how they could be scams, even though I do believe that they are. Could someone please explain just why it is that they're so sure that they are.
