Nebta Ltd review: Nebra hnt indoor hotspot miner

I ordered the device 19 months ago and I have been trying to cancel it since they have kept pushing back the completion date multiple times. First it was set to ship Q3 of 2021 and I am done waiting and would rather have the money anyway. They have denied me a refund. I am not sure who to contact since they are based out of the UK. I am going to try my bank one last time becuase they said since the purchase was so long ago it cannot be disputed. Other than that I don't know where to start to ask questions about who else to contact.
