received a letter advising that I had won $250,000 with a $2600 check enclosed.

person who answered told me to cash check and then call them afterwards, after I cash check, hold onto 2000 and call them before I do anything further.
Feel like if I won money, then I would not have to cash a check and send money to them before collecting. It would be great but feel this is a scam and hopefully by filing a complaint to stop someone who cannot afford to lose, be made aware.
