Prize Patrol PCH Company review: My stolen prize letter was allowed to be sold

I need somehow to figure out how come my stolen prize letter was allowed to be sold. [protected]@gmail.com [protected]@yahoo.com

I believe they knew they gave it away on purpose or awarded the wrong person. I have taxes in my federal withholding from it. I won't the to takeit back and give it back to who paid them. So the IRS can see were it came from. Someone had to give that money. And it's been 15 years now. I mean I can care less about it anymore.
