Dollar General - Racist manager

Store manager was called to the front to help w loading my friend's pre paid American serve card. The store manger told my friend there would be a fee to load the card. My friend told the lady that her card didn't have a loading fee but the manager insisted there was a fee to load the card. The lady looked at the vanilla card she scans and said to my friend that although American Serve was not listed on the fee list that a fee was in fact required. My friend asked the lady to please scan the vanilla card and to process her transaction. The lady refused and said that she would not scan the card unless my friend agreed to pay a $3.95 to load her card because of scammers. She then asked my friend if she even had the fee in the first place. Once again my friend asked the lady to make the transaction and hit the total button as the total would reflect no loading fee. The lady refused to hit the total button as she did not want to be wrong perhaps. She then proceeded to berate my friend insisting my friend was having a bad day. When my friend started to ask her why she was being so ugly the manager started saying that we think we can talk to them anyway we want and no wonder the world is how it is. At that moment I started telling my friend to leave the store as the lady was being erratic and started throwing racist comments at my friend for absolutely no reason and said she was calling the police on my friend. I made my transaction as the lady continually berated my friend. My friend stood firm but never got out of line or reacted to the comments, and when the cashier that originally called the manager to the front to help load the card told me my transaction was complete, twice the cashier said your payment has been confirmed, my friend grabbed the bag and headed out the door. The lady then told my friend she was going to call the police on her for stealing merchandise.
The lady didn't want to give my friend her card back. It's usually swiped and handed right back. When my friend asked for her card back the erratic lady started accusing her of snatching the card out of her hand. I witnessed the whole situation. My friend did nothing to this lady. When we walked into the store there were no employees present and a customer was at the counter looking around. For about 30 seconds we were a bit concerned as this store in the past has had wonderful welcoming employees. We were shocked at the treatment we received and the conditions of the store. And it's very disheartening that we cannot walk into a store we enjoy without an erratic young lady berating my friend because she politely tried to help the lady understand there was no fee. And when she finally hit to total button proving there was no fee she instantly went into a racist rant and threatening to call the police. The cashier that needed help w the card ignored my friends help as well but was clearly not apart of the racist attack on my friend.

Desired outcome: Retraining

These serve cards are tricky. They will have a fee if the store has to scan their own reload upc, but if the customer retained their original packaging for the serve card there will not be a reload fee.
