Valic/Aig review: Not rolling over/transfer of 403{b} funds to another company 1

I retired n 2016. I have been trying since August 2021 to roll over/transfer funds from my 403{b} retirement to another more reputable company. This company has inadequate forms of communication. I have submitted paperwork at least three times. When I check on its submission, I still receive the notice when I call that they have not received the paperwork. Im not satisfied at all with the level of competency with this company. Why should it take me four months to obtain $7, 000.00.
