I am a US citizen living in Australia. I no longer have a US bank account or address in the US. I have been trying for 8 weeks to get all my funds from the Roth IRA at Vanguard USA transferred to my Australian bank. It has been a nightmare. It's just what everyone in this forum has said: no follow-through; you get a different person every time who does not know your case; you get conflicting information. People say they will call you back and they do not.
1) I was told 8 weeks ago to close my Roth and put the funds in a non-retirement money market fund and was given a form to fill out (for which I was not told how to fill it out at all; that took another phone call). Then I was told: No, you do not have to do that form. Do THIS... 2 weeks go by. Nothing happened. Then I was told: No, you DO have to fill out that form. Fax us the info. So I did. Weeks went by. Then I was told: Ooopsie, you need to MAIL us the form.
2) Unlike banks, Vanguard does not just send funds to an Australian bank. You need a bank that can give you an intermediary US bank's swift code. My bank in Australia does not do this. I had to sign on to another bank. All banks I contacted about this have expressed puzzlement, stating: this is the SENDER'S (that is, Vanguard's) responsibility, not ours. THEY should supply the intermediary bank swift code.
So. I have mailed the appropriate form. I think. Am now on hold at Vanguard. Let's see what conflicting information they give me now.
Main problem: different people 'help' you every time so they do not know your case.
