Attention Enpar, Dr. Gene S. Shelp - Director, President and C.E.O., Directors, and Shareholders.

It is not enough that McKenley Esnard resigned, the facts in this matter need the light of TRUTH and Esnard needs to be exposed for the FRAUD he is! As a public company you are bound by the rules of good governance and full disclosure, we demand for transparency.

As Tax Payers of Ontario and now an unwittingly participant in your company we demand to know the following:

- The real reason Esnard resigned
- How much was he paid off?
- Are you going to demand that he returns every cent ever earned while acting as a conman and fraud?
- Are you going to ask the fake Doctor to return every share that Enpar gave him as compensation and/or shares he may have purchased at a discount?
- Are you going to demand that he repays any and all bonuses?

Failure to do so is sending a message to the general public, your investors and the Ontario Tax Payer, that Enpar is complicit and part of this fraud.

What actions is Enpar prepared to take against its auditor Wasserman Ramsay? As it is Wasserman Ramsay’s responsibility to assure investors, and we The Tax Payers of Ontario that when McKenley Esnard was appointed CFO was he competent enough to hold such a position. Here’s a thought did anyone verify if Esnard could even read a financial statement?

We demand to know and have full disclosure what you as CEO did to verify McKenley Esnards credentials and his ability to act as a director, CFO, audit chair, chairman of the board.

We the Tax Payers of Ontario also demand full disclosure on what advice Wasserman Ramsay provided in recommendations of their due diligence regarding McKenley Esnards credentials.

We the Tax Payers of Ontario find it appalling and extremely serious that a public company trading on the TSX governed by the OSC having external auditors (Wasserman Ramsay) can allow a fraud like McKenley Esnard to earn hundreds of thousands of dollars since March of 2006 and no one knew.

It is incumbent upon Enpar to protect the interest of Ontario Tax Payers and their investors to pursue Mr. Esnard in a court of law, and lay charges of fraud, misrepresentation, theft of public funds.

It is also incumbent upon Enpar and its executive to pursue in a court of law its external auditors, Wasserman Ramsay for negligence, complicity, and misuse of public funds.

It is inconceivable to those of us who are the Tax Payers of Ontario that Enpar could continue using the services of Wasserman Ramsay seeing as how they allowed a conman such as McKenley Esnard to last as long as he did in the multiple positions he held with Enpar.

We the Tax Payers of Ontario demand and insist on a full accounting for the record to be made straight and that any and all monies not deserved be returned to the public account. Enpar has to restore the public’s trust and we the Tax Payers of Ontario are asking the OAC to put a halt trade on all executives, past and present on trading and cashing their shares until this matter is fully resolved.

Is Wasserman Ramsay CA Liable?

The Ontario Government has just given $341, 644 to ENPAR Technologies. (See release at the end of this document). ENPAR Technologies is a publicly traded company listed in the TSX Venture Exchange. Its auditor is Wasserman, Ramsay, CA. The Board Chairman and Director of ENPAR Technologies is McKenley Esnard

Fraudulent Misrepresentation of Professional Credentials - McKenley Esnard
So what does McKenley Esnard say are his credentials? Well, among other things, he claims to have three (3) PhDs (two from the University of Toronto and one from the University of Vermont) and an MBA from the Harvard School of Business.
An independent investigation has found that the Office of the Registrar of every one of these schools has no record of degrees earned or attendance by McKenley Esnard. (See Attachment).
McKenley Esnard also claims to have Committee and Chair positions with the United Nations in Canada. Further, he has used this claim in promoting his consulting services to various communities including First Nations communities. The United Nations Association in Canada confirms McKenley Esnard is not and has never been on any sub-committees for the organization. (See attachment).
In total, our research has found at least thirteen (14) significant mis-representations in McKenley Esnard’s professional biography.
ENPAR is a narrowly traded small-cap company with reported 2010 revenues of $275, 133 according to their Q2 2011 interim financial statements. According to its web site, ENPAR has a management team of two (2) and a Board of five (5).

Wasserman Ramsay failed to undertake basic due diligence on the company’s Board Chair. How could this happen?
$341, 644 of Ontario Taxpayer money was given to company whose Board Chair is a professional fake.
How does a TSX Venture Exchange listed company have a Board Chair whose credentials are completely falsified?
Have taxpayers been ripped off?
Where is the money going?

ENPAR Awarded Ontario Government Funding to Establish Demonstration Installation of its Unique Ammonia Treatment System

Dr. Gene Shelp, President and CEO of ENPAR Technologies Inc. (TSX:ENP) ("ENPAR" or "the Company"), is very pleased to announce that the Company has been awarded funding in the amount of $341, 644 by the Ontario Ministry of Research and Innovation to conduct final tests of its AmmEL System at the City of Guelph's Waste Water Treatment Plant (WWTP). The City of Guelph Waste Water Services is supporting the project as the official Demonstration Partner. Acknowledged for its leadership through environmental stewardship initiatives, the City is committed to the long term protection of precious water resources.

"Protecting and managing our water supplies is a key priority for Ontario and countries round the world, " said Glen Murray, Minister of Research and Innovation. "Ontario is proud to help our water technology companies grow and expand, providing clean, reliable water and creating jobs."

Design, manufacturing, and assembly of the AmmEL System will be conducted at ENPAR's facilities in Guelph and Cambridge, Ontario. Planned to begin in late autumn of this year, the operational and analysis phases of the project will continue until the Spring, 2012. The patented, modular demonstration unit will be designed to treat approximately 100, 000 litres of waste water per day and convert ammonia in municipal wastewater to environmentally friendly nitrogen gas.
Conventional ammonia treatment methods convert ammonia, an acute toxin, to nitrate. Nitrate, which is categorized as a chronic toxin, is typically discharged into water bodies adjacent to treatment facilities. Contamination by nitrate is implicated in the formation of carcinogenic compounds known as nitrosamines which represent a direct threat to public health and have been identified as toxic to livestock and animals in the wild.

The cost effective AmmEL System represents a viable, year-round treatment system for ammonia in municipal and industrial waste waters. The technology removes ammonia to levels below those mandated by the provincial and federal governments, thereby fulfilling municipal and industrial waste water treatment requirements. Operating cost reductions are also anticipated.

A major advantage of the AmmEL System is that its operational efficiency is not affected by low temperature. Therefore, it is especially well suited to water treatment markets in temperate climatic zones where water temperatures typically decline to slightly above freezing during the winter months. In addition, the environmentally friendly AmmEL System does not produce the greenhouse gas, nitrous oxide, as is the case with conventional biological treatment methods.

1. McKenley Esnard false claim: Claims he has a PhD in Mathematics U of T & PhD Computer Science Eng. U of T - Ida Bulat, Graduate Administrator (Tel: [protected]). Department of Mathematics, University of Toronto has no record of Esnard obtaining a PHD. Joan Lewis (Tel: [protected]), oversees Student Records, School of Graduate Studies, University of Toronto could not locate a record of attendance or PHD acknowledgement for McKenley Esnard for either Mathematics or Computer Science Engineering at U of T.

2. McKenley Esnard false claim: Claims he has a PhD in Communications, University of Vermont - Ms. Ida RUSSIN (Tel: [protected]) of the Graduate College Dean’s Office verified on 2009-09-08 that Esnard was never the recipient of a PHD from the University of Vermont. She also stated that no-one by the name of McKenley Esnard ever attended the University of Vermont.

3. McKenley Esnard false claim: Claims he has an MBA from the Harvard Business School. The Registrar’s Office at the Harvard Business School (Emily Hayden registrar@hbs.edu) has no record of attendance by McKenley Esnard at the school.

4. McKenley Esnard false claim: Claims he was a Professor for master and doctorate levels in Computer Science Engineering at Carleton University - Verified thru Payroll Office Carleton University (Tel: [protected]) that Esnard has never been on the payroll in any capacity.

14. McKenley Esnard false claim: Claims he is a member of CATA Ottawa-Carleton Artificial Intelligence Research Center - Could not locate any reference to this organization. There is the Artificial Intelligence Group, Department of Computer Science, University of Ottawa, Canada. Also the Ottawa-Carleton Institute for Computer Science does not list Esnard as a member. Cathi Mallette (Tel: [protected]) membership coordinator for CATA confirmed that neither Esnard nor ECCI are members of CATA.
