Anytime Mailbox review: Charge the fee but do nothing

It's not just simple fee they post on their website, they also charged many small items , such as storage fee, CHECKING MAILBOX fee...
The important is they charged the fee but never forward the letter.
And also they don't refund.

So, they are doing business , charging customer fee monthly but doing nothing and no refund.
Not sure if US goverment customer protection association allow this company doing this to people.
