Ryan Hoover, owner of Ceed Civil, took $6,300 from me and did not provide the services we agreed upon in the phone call prior to me signing his extremely one-sided contract.
This is from our emailed call notes that we had agreed upon that directly led to me signing Ryan's contract:
-"How many rounds of editing or revision do we get? At least 2 revision cycles with the county, they never approve stuff the first time. This is included, unless it is obscenely outside of normal details. 99% of the time it is not an issue unless the permit guy goes crazy."
-"Site plan? Could pay by the hour... if it is just dropping in a box then that could be like $100 or it could be $10k if they needed super detailed stuff."
The only reason I signed with Ryan Hoover is that Ryan said that he would make changes as needed by the hourly rate at a reasonable rate and walk this through the county for no additional charges. Instead Ceed Civil specifically waited until he got me to send them another wire transfer to cancel the contract. Ceed Civil was paid in full and yet refuses to fulfill what they promised to get me to sign up.
Reasons it is super sketchy:
-Ceed Civil baited me into paying them more money prior to cancelling for no good reason (and no, me asking them to finish strong or they could get a negative review because I'd had a bad experience so far makes no sense for them to quit).
-Ryan Hoover has a history of this behavior before as shown by other reviews of his business that he purposefully hid by changing the name of his business to a false business (Cceng rather than Ceed Civil on Yelp for example). Here is another customer's review "I had a very poor engagement with Aaron at Ceed. I hired Aaron for a large residential renovation and was told i would have full design plans to get necessary building permits - several thousands of dollars later I have nothing I can use and have started over with a much more helpful firm. The city planning and development department was confused how a professional engineering and architecture company could give me what they provided and expect a permit. Aaron was impossible to get to schedule a meeting or even a phone call. Zero consultative assistance and did not take any responsibility when a mistake was made - just charged more to correct. I would highly recommend looking elsewhere for your engineering and architectural needs." And another review: "This was a horrible experience a waste of 5 weeks and 2,000 stolen because we paid upfront. Would not recommend these guys at all." Had I seen these reviews prior to signing, I would not have signed up to use Ryan Hoover at Ceed Civil.
-Ryan Hoover goes by the pseudonym Aaron Hoover and uses that email address as well as Ryan Hoover. Super weird and sketchy.
Desired outcome: Refund of what I paid - $6,300
Ryan Hoover aka Aaron Hoover uses upwork platform is not a engineer rather uses the licence of a 3rd party and has registered that licence in all 50 states. I was provided unusable plans by this character, final plan was not stamped, total rip off artist, He is a business mad pretending to be a engineer and using some one elses licence.
