Libby, by OverDrive review: Libby library online services

1. to require a "download" and "application installatin" is false and unnecessarily intrusive of public library users who are mostly Working Poor and don't have time, money, resources to "install apps" or have no desire or need to "install any unwanted web applications" as THAT IS WHAT THE INTERNET PLATFORM SERVICE IS FOR, application-free access to information! Requirement to install applications is also known as the crime of RansomWare. This is NOT a reasonable, or legal service for any law abiding municipality. I will pursue False Claims Act lawsuits against every municipality I can track on the internet, which requires such illegal and unnecessary abuse and false and misleading practices
2. if Libby services and materials access is NOT available WITHOUT requiring installation of some program, then the Libby business is violating equal access federal civil rights laws under ADA and other laws.
3. it is likely that Libby has fraudulently obtained license or access to claim to be a service provider for public, government operated libraries under false pretenses.
4. I will be glad to file Qui Tam and False Claims Act lawsuits for fraud against the personal owners of Libby, whether under corporate names or not, as they are an ongoing criminal fraud on all citizens of Springfield and all municipalities whose libraries have been falsely enticed to subscribe to their alleged "online" services.
