New York State Department of Labor review: Repeatedly filed for unemployment for 6 months, no claim submitted and can’t contact anyone

I was terminated back in May, I’ve filed multiple unemployment claims online and via the NYS telephone number. This means I’ve spent HOURS a week for the last six months trying to file a claim. Online the claim confirms it’s submitted but I don’t get a confirmation number, I don’t get a letter or email confirming. I want to hear from someone and nothing. So I file again and again. I call, I spend 30 mins filling out the claim via the automated system, it says I’m all set but I need to speak to an agent. I’m then told all agents are busy and it hangs up on me. I’ve done this for six months, I’ve tried calling all other numbers, I’ve gone down to my local department of labor office who then tells me they have nothing to do with unemployment and I must call the same number I’ve been calling for months. I’m out of my savings, my mortgage is behind, I have no money.

I’ve tried emailing for help to no response, I’ve even messaged the NYS department of labors Instagram. How the hell is this ok?! Who can I sue?
