Qingzhou Taihong Special Casting Steel Co., Ltd, Qingzhou Huahong Grinding Ball Co. Ltd. review: delivery of poor quality goods, paid to the supplier in advance

We are writing to notify you about the fraud of Chinese companies: Qingzhou Taihong Special Casting Steel Co., Ltd. / which is presented in the platform Ali Baba as a "gold supplier" / and Qingzhou Huahong Grinding Ball Co. Ltd. Both companies are part of the Taihong Group.
The addresses, telephones and email addresses of the two companies are the same.
Sev Brokers Ltd. is a Bulgarian company that concludes two contracts on 06.11.2018 and 20.12.2018 with Qingzhou Huahong Grinding Ball Co. Ltd / Address: Huanglou Village, Huanglou Street Office, Qingzhou City, Shandong Province, P. The subject of the contracts is delivery of metal forged balls of material GCr15, diameter 15 mm ± 1 mm, with chemical composition: C: 0.95-1.05, Mn: 0.20-0.40, Si: 0.15-0.35, S: ≤ 0.020, P: ≤ 0.027, Cr: 1.30-1.65, without polishing, with a hardness ≥ 60HRC.
The total amount as per this deal is 241 528, 00 USD. It is transferred to Qingzhou Huahong Grinding Ball Co. Ltd before expedition. Transfer fees at the expense of SEV Brokers Ltd - 591, 48 USD
Expenses made in Republic of Bulgaria for fees, customs representation, custom duties, VAT, fees and internal transport, paid to and through subdivisions of Chinese COSCO in Bulgaria for the two lots is 62 022, 37 USD.
The total sum paid by SEV Brokers Ltd. amounts to 304 141, 85 USD.
However, the goods delivered do not comply with the contracts terms and the samples received via DHL. The delivered goods differ in quality, size, brand of steel and hardness from the description in the accompanying original documents and certificates.
The balls were delivered in two lots, 106.4 tonnes each, in four 20 'containers, in metal drums. The first lot balls were delivered in old drums, rusted on the inside, and primed and newly painted on the outside. There were broken rings, separators and other waste in them.
The contents do not match the drum marking.
Independent examinations show that waste and scrap have been sold to Sev Brokers Ltd.
We suppose that the Chinese Chamber of Commerce and Customs have not performed any physical control on exports and that the documents / certificates of quality / submitted by the exporting company are in conformity with the terms of the contract but are fraudulent in relation to the goods supplied.
Many times Sev Brokers Ltd sent invitations, as teams from the seller firms to visit Bulgaria at the expenses of Sev Brokers to conduct analyses of the goods /balls/ and to write down a protocol of disagreement.
The invitations were not accepted and the seller stopped responding to the letters.
That made Sev Brokers Ltd. to send official letters of claim to all known e-mail addresses of the seller, including the e-mail address of one of the owners - Mr. Chen Yun De: qztaihong01@sina.com, postmaster@grindball.com, taihong02 @ grindball .com and taihong01@grindball.com, 15322617@qq.com
There were no replies again.
On 06.08.2019, we have sent a letter of termination of the contract and an invitation to settle the dispute out of court, through negotiations or arbitration to all the above mentioned e-mail addresses of the manufacturing company. We received a response that they are still checking.
To this date, there are no other letters or confirmation /agreement/ for arbitration.
The drums with the balls supplied are in storage and their contents can be checked at any time by independent expertise.
I ask for your assistance in resolving the issue of poor quality goods delivery, insisting that you must inform the Supreme People's Prosecutor's Office of the PRC, the Chamber of Commerce and Customs of the PRC about this fraud.
We look forward to your decision and proposal.

All the facts described in this letter are presented in a folder containing more than 300 pages, certified copies of correspondence, signed contracts, invoices, bill of ladings, packing lists, quality certificates, certificates of origin, payment orders, swift notifications, analyzes, pictures that persuade the allegations of Sev Brokers are right and which we can provide to you.
