Italian Embassy delay with the visa processing

I have not received my visa till date and I have applied it on 18th June 2018 and by today it has been 6 weeks as per the BFS they said it will take 15-20 days. But this long time and there is no update either from past 40days I have put up many mails to the embassy as they are in active on call but after 100's of mails also there is no reply Here is my tracking ID HYDE/180618/0007/01.
Hoping for tbe quick action and to get my Visa back

Dear,

I submitted my application 2 weeks ago and the MVA called me to get my passport stamped, then i received a call that my visa had a wrong number due to their mistake (at the embassy) and they will resubmit my application and i have to wait two more weeks.

Dear, I'm sure their must be a faster way to expedite the process especially i had the approval, its only my passport number was put wrong.

I need you to expedite the process as I'm leaving on 16 August. Mistakes happen but im sure they can expedite the process and not two more weeks as if its a nre application.

Italian Embassy Visa

I've booked a short English course in Malta from 12-25 April 2015.
I went to the Italian Embassy in Qatar to get visa to Malta because Malta doesn't have a Consulate or Embassy in Qatar. All my documents was complete.
The interviewer asked my why you want to attend the course in Malta if you can get it here in Qatar?, I tried to explain to her that many students go to this International School from all over the world.and I consider this course as a step to improve my career. She told me it's not strong reason! and she returned my documents.
I spoke with my adviser from the International School and she told me you have two choices either to apply to get visa again especially it was only a verbal refusal and you didn't get an official refusal letter or you get the refusal letter in order to issue to you a partial refund.
I have sent an email to the Italian embassy to help me to check my documents again and if it's OK please issue the visa. or at least give me refusal letter if my documents was not correct in order to send it to the school to send me a partial refund for my money.
they read my email but they not even reply.

I do not know how I can get my money back from the International School as I paid the course fees and they told me they will not refund until I send to the the refusal letter from the embassy.

I have been trying to renew my passport since April ! I have made appts and they had me come over 5 times in between ...always with a new excuse ...when I asked for names of supervisors they wouldn't answer my question or give me wrong info or just go completely off topic and just kept telling me I need to make an appt or show up and be the 5 first ...I was there 9'am ...all I wanted was to pay give my photos and my money and of course the documents I already brought for the 5 th time ...and still all I get is the run around ...one minute ...not even the American immigration is as nasty as these people ...shame on you embassy ...and I'm still trying to get a way to reach higher up than the people there who are unwilling to do their job !

Inconsiderate, wasted all the effort, money and energy. They made my mom go back and forth and waited almost 3 months, then suddenly just refused, rejected and denied her the visa. Very poor customer service, they never reply to emails and when you call them all they say is wait. Made an old lady went back and forth riding an 8 hour bus just to comply with the documents they ask and everything just went to waste, denied the visa with their very unreasonable reasons. Just wasted the travel Insurance that we bought.

very rude and incompetent people. Waiting for over 5 months for my dauther passport and still waiting. Cannot call them because they do not answer to the phone so I need to go there in person every time just to get an aswer such as "need to wait... why you gave two surnames to your daughters... I have one surname and my daughters have only one surname..." etc...
