Riverside Express review: Notice of toll evasion violation

I live in Arizona. My car has never been in California and I have not been there since December 2017. I got one of these from Bay Area Fasttrac and filed a dispute with them because the car in the picture clearly said the license plate was from California, even though the number is the same. It was resolved in my favor but I am getting tired of these repeated attempts to blame me instead of looking in California first.
