The Rock Harley Davidson review: jacket

My boyfriend bought a jacket through our Harley dealer, he noticed a flaw and tried to return it, it was a week after buying it, they wouldn't return it as they said it was a small size and would be hard to resell, but the receipt specifically has a rule about a 30% return fee I was fine with but they still wouldn't let me return it. They sell that same jacket in store just didn't have any small, the guy told him to sell it online, He shouldn't have too, it still has the original tags attached He never wore it, he still has the receipts, the month isn't over TIL dec 31 2018. I really don't know what to do ?

I attached a pic of the jacket tags, receipts and the return policy on my invoice.
