Extremely disrespectful response to my 3-30-08 emailed questions re: ingoing
projects in our community. Latest email from Tri-State is at least abusive
and could be construed to be potentially dangerous, given its tone. Anger
in tone of Tri-State's emails have increased over the last several years, to
the point where it could be worthwhile reporting to the Palo Alto Police, if
for no other reason than to begin documenting what appears to me to be
unstable behavior.

It seems to me that if Tri-State Enterprises did not wish to answer my
questions, its representative could have simply referred me to the
appropriate person in the San Antonio Village HOA membership.

The tone of this latest rude email from Nagi Chami (owner) and his employee
certainly violates Tri-State's website claim to let them "impact[our] lives
in a positive way."

Tri-State ignored my 3-30 email until I emailed our homeowners association
president asking what our rights were to get a response to our questions.

This vendor has engaged in increasingly rude behavior for several years.
Previous rude emails have come from Chami himself.

My experience, exactly. Nagi Chami is a rude and disrespectful con artist and swindler. What's shameful is that others eat up is BS like it was ice cream, especially certain foolish female HOA board members. The other people that get along well with them are those who stand to benefit from his corruption. He's one of the most despicable people I've ever had the misfortune of encountering.

For the last eight years I have lived in Mountain View on Showers Drive. Since Tri-State took over the management five years ago, we have experienced a different type of response from the previous management company. In the past, we were not able to talk to a live person when we needed assistance. But every time we have called Tri-State for an emergency, or anything similar, we have encountered a live person who referred us to the right people to accommodate our needs. Our Association's funding has gone up tremendously. All the parks and streets are maintained beautifully. We have not always agreed all the time to all the answers we have received from the management, but the fact is, we understand that the management reflects the Board of Director's decisions and the management's role is to implement what they have been told to do. Unfortunately, it took me time to understand the process of living in a homeowners association. We have four associations here; all managed by Tri-State; three associations and one master association. All four associations are maintained beautifully, the value of our property has remained stable in comparison to the surrounding area. What prompted me to write this review is an email from my banker who indicated to me that he was looking for Tri-State Management when he stumbled on a review. I may not know the circumstances of those reviews, but it seems to me that some reviews are related to a personal issue, such as a disgruntled employee and are not related to the business itself. After all, I would not have a job as a property manager, as it seems nearly impossible to please everybody.

I have been a client with Tri-State for over a decade and I have never had an issue with the company. They always reply to my concerns immediately, including one time there was an emergency in my building. I was able to the head of the company, Mr. Chami, in the middle of the night and representatives from the company reported to the building within minutes. In the wake of what happened, I received a great deal of support with temporarily relocating and with all the repairs that were required. It is disappointing to see that some people make these kinds of false remarks and personal attacks because they don't get what they want and that Tri-State is following the rules of the community. It is a shame that the opinions of the few people who are unsatisfied are reflected on this message board.

Tri-State is corrupted. They manipulate people, especially long-time board members, by acting like their best friend. This works particularly well with insecure people, they feel like they have a friend, and Nagi (Tri-State's president) can do no wrong in their mind. They end up joining his schemes to scam HOAs out of money. Nagi manages perceptions well by spending effort only on appearances. He manipulates the reserve studies to make it look like the HOA is well funded, when it is not. He neglects the infrastructure and equipment, and just puts a coat of paint to try to make things look good, and tells the gardener to crank up the water to make the grass look green, and the HOA ends up with a fine for high water usage in a time of drought, but homeowners don't see that. Most people don't pay attention unless something breaks, so they are satisfied because they think their HOA is well funded, and the dues are reasonable. But perceptions are far from reality, and when things start breaking, then it's the blame game and Nagi blames the board for everything, and manages to even convince some people of that.
He is wreckless in managing finances. Tri-State pays many invoices late and has to pay late fees. He ends invoices that are not itemized for a lot of generic stuff like office supplies, and the amounts are fairly high. He gets "referral fees" from contractors that he awards a lot of contracts to.
The positive reviews are likely by Nagi, or board members who are in on his scams.

I find it both telling and sad that this board lets users get away with slinging such terms as "corrupt" and "scam" which are legal issues. Meaning, if the accusers have factual evidence to present (i.e. a court ruling) then that is one thing. But to simply throw these terms around reduces the effectiveness and legitimacy of this site. As the president of an HOA currently managed by Tristate, I am very happy with their professionalism, responsiveness and clarity. They always put themselves in the position of adviser...not decision-maker. They give us best practices and guidance on a number of topics and present the facts accordingly. What is particularly disturbing is we currently have an actual lawsuit against our former Property Management co involving VERY REAL issues of embezzlement, graft and mismanagement. So, these are not terms ANYONE should be throwing around lightly without proof.
