California Department of Motor Vehicles [CA DMV] - Non receipt of registration stickers, junking of my vehicle and erasure of file records by dmv

After returning from a long trip overseas I noticed that my registration for new stickers for my Toyota Echo 2000 were nowhere to be found. I immediately went to my local DMV to find out what the problem was on Feb 3, 2020.
After waiting a whole morning, I was told that my vehicle had been declared junked and all file records were gone !
I showed them that I had received stickers for 2019 and had always paid the fees due so how could this have happened?
I did have my vehicle towed about five years ago for parking on the street inside my compound. I came back from overseas and paid $700.00 to retrieve my vehicle from the towing company. After paying the registration fee of $135.00 DMV Rancho Cucamonga told me the stickers should arrive in due time.

It is April 7, 2020 . It has been two months and I still have not received the stickers.

3 weeks ago I received a call from a mr. Slaigh at DMV Sacramento asking me if I had a lien placed on the vehicle? I told him I had never been notified of a lien on my vehicle. I had paid the towing and storage fees and retrieved my vehicle years ago so why should there still be a lien on my vehicle? Did someone at Towing Company X file a lien even when I paid the storage charges?

When I tried to call DMV they told me I had to call HQ. Since DMV created the problem why is the customer saddled with contacting their office? I called the number the local DMV gave and was put on hold by a woman after she asked me the license plate no. car make and year and my name. She then put me on hold and after five minutes she came back and hung up on me...She never bothered to call me back and I did not have the time to place another call.

The DMV has been callous, uncaring and downright abusive in handling my case. As a dues paying and law abiding citizen I deserve a prompt resolution to this issue which was created when someone in DMV erased my file and declared my vehicle junked.
