Our sprinkler turn off/on valve is located in a small run off hole. It fills with water all the time. The staff that cares for Berrymans Branch community refused to drain the water off to get to the valve. The office says it is our responsibility to drain the water and fix the valve. The handle was broken off laying at the bottom of this hole. The only people that turn this valve is the staff. I feel that this problem needs to be repaired by them, not me. Please look into this.
Desired outcome: Have Berryman's Branch fix it at their expense.

When I purchased my home in Berryman's, I was told that basically everything above ground is my responsibility and underground is management's.
However, after years of dealing with their deceptive practices, that isn't necessarily true either.
One would think that as much as current management preaches water conservation, she would want to stop the leak in the pipes that is causing water to fill the hole.
I would suggest calling licensing & inspection AND Cumberland County Dept of Consumer Affairs.
