Harassment of society residents.
Hi All,
I am writing in regards to the self-proclaimed messiahs of the Army Housing Welfare Organization, Sector 47-C, Chandigarh. I don't know why these army men can't live and let live. They were bored of their retired life, drinking, playing cards, and kitty parties of their wives, so they hit upon an idea to extort some money from the people living around them and have some fun in harassing them as well. So, one fine day, they form this Army Housing Welfare Organization, Sector 47-C, Chandigarh and start asking the residents for Ground Rent. I don't understand the concept of this thing, its the Municipal Corporations duty to take care of such matters and if these guys are so worried about the beautification of the locality (to which they haven't contributed anything in comparison to the amount they have extorted over the years) they can do it from their own pocket. And, its these guys who use the grounds to practice golf, play volleyball and hold parties, not us, so they should so it from their own pocket.
I would like to tell you that in these Flats, its not only the army people who are living. Some civilians have bought these flats and have rented them as well. Now, these retired bunch of "wehlas" are becoming a headache for us civilians. No offense intended but we already regard faujis as a "Sanki" bunch and they prove it time and again that its true. When the government has RETIRED them and rendered them useless and is paying them comfortable pension (Which might be more than what we earn after a hard months labor), then why don't they just sit and eat and let us live too.
The members of Army Housing Welfare Organization, Sector 47-C, Chandigarh always come out with new ways to harass the residents with their unreasonable demands. They even didn't spare the poor laborers. We have these guys who come on their "rehris" to collect the garbage, and these guys wanted money from them too and when those garbage gatherers refused, they urged the society residents to use the services of someone "they" had allotted. They have 2-3 vehicles each and park their cars in front of multiple garages and when someone parks their car on the road out of no choice, they make an issue out of it.
I hope that someone from the exploiting bunch of Army Housing Welfare Organization, Sector 47-C, Chandigarh comes across this writing and dissolves this so called ORGANIZATION of theirs.
I request you guys, please live and let live. You are RETIRED now. Pick up a dictionary and read its meaning if you don't understand. You are not supposed to be active anymore and still here you are making life hell for others.

This is a news item I came across in The Tribune, dated January, 1999. The subject matter of this news still exists even after a decade and the matters have become worst. The encroachments done are by these army retirees themselves and their AWHO, sector 47-C, Chandigarh is doing nothing about it as A Crow Won't Pick Another Crow's Eye. They should first demolish the illegal constructions in their houses and then talk about WELFARE OF THE SOCIETY. Just because they have spare time and money are not earning does not mean that they can go on harassing others.

CHANDIGARH, Jan 19— In the absence of any drive by the authorities concerned, it is encroachments galore in the Army Welfare Housing Organisation (AWHO) flats in Sector 47-C here.
A visit to the sub-sector today revealed that the road berms had virtually disappeared as ground floor residents had encroached upon government land in front of their houses. Angle irons, barbed wires and even pucca concrete structures on both sides of the roads had made the roads narrower, resulting the motorists being inconvenienced.
Besides this, pedestrians are at the receiving end as the residents wash their cars on the roads against the rules. The accumulated water coupled with heavy traffic on the roads have created pot-holes on the roads at many places.
"Water flowing perennially is a cause of nuisance and this coupled with the pot-holed roads has made life miserable for pedestrians", complained a resident. The residents, particularly the elderly and children, find it difficult to move around, especially during night time, other residents alleged.
As most of the owners of the corner flats have erected hedges and other concrete structures, the area has become accident-prone as motorists have to negotiate blind curves.
Meanwhile, the "illegal" construction activity in the flats, often in violation of the building bylaws, has only added to the problems of the residents.
Construction material lie dumped on the roads for the days together, obstructing the movement of vehicles in spite of the decision of the MCC to levy penal charges on dumping of construction material on public places and roads.
Certain other residents alleged that despite these problems being taken up with the civic body many a time, nothing has been done to remedy the situation.
The complaint has been investigated and resolved to the customer’s satisfaction.

Complaint against Shri Bharat Singh Chauhan, R/o Kargi Chowk, P.O.Kargi, District Dehradun and Gulap Singh Bhandari Village Ponda, P.O.Ponda District Dehradun for digging/taking the mud depth about 15-20 feet and length approximate 200 feet in field Khasra No.153 & 157 adjacent to my land/field is situated, causing inconvenience, hardship and mental agony and the fact is that the field may collapse at the time of irrigation or during rain.
Sir,
I, Kulanand, S/o Nagdutt Kanti, Village Harbajwala, stating that I have a land on north side of the land Khasra No.153 & 157 which in the name of Bharat Singh Chauhan, Kargi Chowk, Dehradun or in their brother’s name which was previously in the name of Shri Gulap Singh Bhandari. They are digging/taking the mud depth about 15-20 feet and length approximate 200 feet adjacent to my land/field is situated. The illegal action of the above said persons is causing inconvenience, hardship and mental agony and the fact is that the field may collapse at the time of irrigation or during rain. The above persons are not ready to construct wall or to protect my land from destruction.
In this regard an oral complaint already given to the mines and mineral department but no action was taken till date. The situation is persisting for the last week but the authorities took the no action. Hence it is humbly request to you to give a direction to the above named parties to stop the work immediately and also to compel them to construct wall to protect my filed.
It is also requested that you may personally visit the premises and to assess the gravity of the situation and direct the other party to construct the wall immediately so as to avoid any further inconvenience and legal injury in this regard.
