Removing material from the jobsite is standard. Unless the homeowner would like to do it themselves. And that needs to be discussed prior to harrassing phone calls. And allegations of fraud is absurd, what in the world are you going to do with extra parts anyway. Hire someone else to use it, pile it up to lose curb appeal or complain about the contractor not cleaning up their mess?
In my opinion, you don't know any of the details of what it takes to run a contracting business. First rule is we pay for everything up front not you. And if we order a load, consider it might drive your price lower to order for several other projects? Did you nit pick every detail of his monthly project schedule and the finances? Guess you should look at hiring someone else from a different town support another towns economy and keep bashing the locals.
