On 9/11/23, my wife and I went into the DMV in San Marcos. She had an appointment scheduled for a driving test to get her driver's license and had the following documents with her:
Vehicle Title
Proof of Insurance
Her CA driver's permit
Our marriage certificate
Her social security card
3 different bills for proof of residency
We did not have the vehicle registration card with us. However, the vehicle did have the registration sticker on it, and I had a screenshot of the payment confirmation email I got from the DMV when I paid for the registration renewal.
Initially the employee at the window said she could accept the proof of payment email. However this DMV employee in her infinite wisdom, saw that I had renewed my registration in February of this year and suddenly decided that was "too long ago" and we would have to go home without my wife taking the driving test.
This is in spite of the fact that the employee was standing at a computer that has access to every single piece of information that exists on me and my vehicle.

We are back today, 9/18/23, and when my wife went to check in they suddenly decided they needed my drivers license. I didn't have my driver's license because I left my wallet at home, because I wasn't planning on driving today.
That's okay, they were able to print me a temporary driver's license FROM THE COMPUTER THAT APPARENTLY COULDN'T PRINT A TEMPORARY REGISTRATION CARD LAST WEEK.
We arrived 20 minutes before her appointment and it took until half an hour after her scheduled appointment time to even have an examiner show up.
Desired outcome: Dismantle this godforsaken institution
