I ordered an item from Aliexpress on Order placed July 4, 2023.
The item I received July 13, 2023 is not the item I ordered.
I filed a dispute with Capital One on August 3, 2023
I made four phone calls to Capital One from August 3 to August 28 attempting to resolve. That resulted in a online letter that enumerated what I had to do.
I sent a copy of the purchase order that shows the item I ordered and a picture of the item I received. Clearly totally different.

I sent a copy of an online discussion with the merchant explaining it was the wrong item.
Capital One insisted I needed another merchant to say the product was incorrect and the cost to replace. Did that and sent a copy from a merchant that deals in this product indicating the cost.
Capital One then told me that I needed an copy of the emails with the merchant and that a copy of the online discussion was not good enough. Four different people told me exactly the same thing.
Capital One said I didn't have proof I sent the item back. I said that the merchant needed to send me a prepaid return label for the return. They actually agreed that was true, but then kept repeating I needed to have an email discussion.
Capital One insisted this was forced on them by MasterCard, but MasterCard page states that disputes are totally handled by the card issuer not them. So clearly they are lying. Four times they repeated this.
I have no way to contact Aliexpress via email regarding this. Capital One is absolutely no help here at all. Even though they agree that the wrong merchandise was sent. I also have no way to contact Capital One via email on this matter. The only method is via Phone and after four attempts it dead ends with exactly as described above. So I gave up there.
Desired outcome: A refund and a prepaid mailing label to ship the wrong item back to CHINA. IOW it's not a trivial cost.
