Our apartment complex was just bought out by Berkshire Property LLC. They have put NWP services in charge of billing us for water, sewar and trash collection. Before we had no trash collection fee. Now they want to charge
Billing fee $2.75
Meter Read Fee $0.20
Sewar flat Fee $42.75
Trash Fee $13.25
And new accounts will be charge a one time fee on $10
Now before water and sewar cost $20 give or take a couple bucks. Now the want to bill me to bill me(billing fee) and bill me to read a meter. There is no meter for each apartment so they want to bill for water based on the amount of electricity used. What the heck kind of sense does that make?
Around here a home might pay $15.00 for sewer fees. This company specializes in jacking up prices for no reason other than to increase profits. I will be leaving this apartment complex (Keswick Park Apartments) due to these increases and other complaints I have read.

I agree with the fees involved. How can you charge some one when they already have a account just becuase you move to another apartment in the same complex? I have been charged by NWPCO to use my credit card(obvious a merchant violation by Visa) but they refuse to stop. My trash fees are never consistant and seem to fluctuate by 3.00 at any given moment. I didnt know trash fees can change. Another thing is im being billed for water. I tested using less then normal water usage on my part and was actualy billed more for that period. This company should be looked into as fraud. There has been many complaints about this company. I think its time for the Attorney Gen to step in.
Totally agree. The amount I have been billed has gone from about $30 per month, up to nearly $50 per month. For no reason. And thats going from having 2 people living here to just 1.

Never mind the completely ridiculous amounts they charge for trash and "Allocated Energy, " even though I get a separate power bill from PG+E. In the future when I'm apartment hunting I'm asking if they use NWP and if the managers say they are, I'm telling them that I won't live there as a result.

Yes, NWP should be fined and prisoned along with their fraudulent collaborators, in my case, the owners of my appartment building and the lying on-site office managers trying to cover it up! I have lived here for 13 years and up to 2 years ago the water, trash, and sewer were included in the rent. When ever they raised the rent their reasoning was so that they could continue giving us the beautiful upkeep of the common grounds (which takes tons of water plus what we use) and maintain great building maintenance. Ok, I'm alright with that. Two years ago they started using NWP and are robbing us blind! So when it came time for rent raise on my contract the very same reasoning was stated. And the rent hike was close to the same amount as it always is. So what does that mean? I'm still paying for their water and mine in the rent, plus a hugh separate water bill? And to make it even worse, I moved from a 1 bedroom to a fake 1 bedroom (in the same building) they call a junior because now they put up a fake cubical wall in a studio. I'm on disability and the rent is better for me. I've been in it a for over a year now and I still don't get hot water, dispite all the work orders I filled out and verbal contacts with respect. I have to take a shower at a neighbors place. I told them I thought it was not fair that I should have to pay for something I am not getting and they say, "oh, are you still having that problem" and then turn their backs and walk away saying they will give me a new shower head. Which they have already done! There are 3 other neighbors who also are without hot water. The maintenance workers told me the reason why I and the others will NEVER EVER get hot water is because we are further from the boiler and the presure was not strong enough to reach us. Those workers were fired shortly after that. They were not allowed to talk shop with the tenents. Hmmmm? My 1st water bill was $10.00 - $26.00. After the water rate went up I was billed $30.00-$40.00. After that it got insanely erratic! $60.00- $85.00! I believe that is because there is only a master meter. No submeters. So the landlord uses (I forgot the term) How many units, unit size and persons per unit. How do we really know the true calculation of what each tenent pays?! The building has vacancys that are still included in the calculations. Some tenents have unautorized people living with them. They are using the water, right? What about the people who are away on vacation. The people who waste water? I was charged $60.00 for a 31 day service and I WAS NEVER THERE! I live alone in one the smallest units and I sometimes pay more than whole family! Maybe I'm paying for a neighbors long showers! One month I did not even get a water bill and asked about it. He yelled at me and said " I don't know, I'm busy right now" and walked a way. I thought, "oh good, maybe there is no charge till they solve the hot water thing. BUT! The next month My bill was $114.00! He said that was for 2 months. So I calculated that I was charged $58.00 for last month. Even after I pay my bill, once in awhile I will find someone elses 3 day eviction notice to pay their water bill. I told them I get confused and it scares me. They always say they are sorry. They know my mental status and how I can go into mental confusion and I think they take advantage of that. It probably does work.Another thing I don't think is fair, is why do we have to pay NWP for their services? We did'nt hire them!?
First off, you have to understand utilities. Your property is charging you those fees, not NWP. They have to pass on the cost of utilities & fees to the residents to recover their loss, or they'd be in the hole. Second, you have to understand sub-metering verses RUBS (ratio utility billing system). If you choose to live at a property that was built without individual sub-meters, then it's YOUR fault. Your bill will be formulated based on an allocation method chosen by your property, not by NWP. See, your property receives a HUGE bill for ALL the water/elec/sewer/trash/etc. used at the property every month and has to find a way to fairly distribute it out to the residents. They can do this by taking into account the square footage, number of occupants, etc. But it is legal, and you are bound to pay your utilities per your lease agreement. My advice? Don't balme NWP - just find an apartment community that has individual sub-meters, that way you are paying for what what you actually consume. You might still have the fees, but if you owned your own home and paid your water/sewer/trash/elec/gas soley on your own, I promise you that your fees would be more than any of those found on your NWP bill. Oh, and the person who complained of an increase in utility charges? Why are you blaming NWP? Again, they are NOT the utility district. Rates flucuate, they are seasonal, they go up - but NWP does not dictate this, the Utility company does. NWP is a billing service and has no influence over costs and rates. And to the last woman who was so upset about her unit size, the maintenance staff, unauthorized tenants and the hot water issues - why are you smearing a company's name when these are obviously complaints that need to be brought to the attention of your property manager, not against NWP. If people were a little more informed, they would know where to direct their anger.
NWP is a rip off. I live in a college friendly apartment housing and in my section there are 4 apartments together, I have one neighbor on the bottom floor and the other 2 are empty. My dad passed away and I was basically living at my moms trying to help her out. I was at my apt. for all of 2 days. I came home, showered and left. I was shocked to find out that my water and trash bill was $90. FOR TWO SHOWERS! The NWP monkey that I talked to explained it like this: the garbage and water is split between all 4 apts. If one family lives there and the other 3 are empty then that one tennant is responsible for the whole bill. total crap! Right now all 4 apts are full but the bill is still around $75.00. Total crap! NWP should be investigated.
These complaints about unjust fees are totally on point. I am so angry about it as I live in a rental property south of Denver, Colorado and as you all cited, the so-called fees and charges keep increasing seemingly month after month. Here's a breakdown:

Beware when you sign a new lease with a rental property; you need to know whether or not NWP handles these utilities. It's a total RIPOFF. I am going to battle on this.
I should have mentioned in my post earlier: I have a submeter and yet, just a few weeks ago a NWP employee came in to 'check and reset my meter'. I am gone most of the time so water and sewer usage is minimal at best. I workout and shower at the gym. My complaint is mainly all the fees and the helplessness one feels as these fees and charges are beyond your control.
At least with Xcel Energy you can control your energy consumption; not with NWP. We have a trash valet service my community added a few months ago. Laughingly called as it amounts to a plastic 'bench' outside your door in which to throw trash bags. I'd rather just throw my own trash in the many dumpsters on the property, but no...it's mandatory...and that costs $20/month!

Bill Goes up aggressively, only two and a half month in. Moved in 1 week before end of January. Get a huge bill for Full January... So far I Agreed with every post in this thread. I really think there should be a way to investigate this. Thee is no way a Boiler in a 400~ apartment complex in NYC runs up close to $20 dollars just one apartment of Junior 1 bedroom (basically an alcove studio- small).. 20x400=$8000/ month for gas on a boiler in one building? I mean that MUST be the most polluting and inefficient boiler in the world!
Advice: Do not sign away your consent or contract with the Apartment Manager and Landlord or Property Management instead challenge, contest and dispute the whole thing administratively via certified mail to request proof you can be compelled or obligated to sign.
If you have already signed send in a notice via certified mail you cancel, rescind or revoke your signature.

So I received a bill at the end of July for my June water, trash, and sewer bill. I am moving out at the end of this month. On August 5th I received my final bill to cover July and the rest of August. It was also showing the Previous bill that I already sent in payment for. It stated that if NWP receives after the closing date, the company will throw out my check. Ok, but they sent me this final bill stating this after I sent in payment know that the june payment was due August 11th. Coming to find out, the company received my payment for June on August 5th but since my account was closed as of August 1st (again, I didn't know when I sent out my payment), they didnt process. So now I have to pay again, and if I don't they will call the attorney. While writing a check would be the simple thing to do just to oay it in the office, they closed my account prior to notifying me and after I sent in the check. I didn't receive notification until August 5. The same day the company received and threw out my check. Not right..
I live at Brandywine Apartment Complex in St.Pete, Florida 33710. There is no water pressure in this building at all. It is light water pressure flow. I don't get water pressure in the kitchen, or the bathroom, including the shower to clean off in. I can't even get water pressure to clean my ears and hair out. I don't get water pressure to clean my hands or do the dishes either. This is crap to me, considering I have to pay for my water already and there is no water pressurer here at all. If I have to pay for water, then give me the correct water pressure so I can clean. This is ridiculous how you are taking our water from us. I pay for that water myself. I am very pissed off about this. I can't even get the conditioner out of my hair or anything. I need the water pressure back, because YOU are taking it all from Brandywine Apartment complex in St.Pete Florida 33710. .! I need alot more water pressure to do all that in my kitchen, bathroom---in the sinks..in the shower.This is completly your fault. You should fix it right away!
I will take my message to governer Rick Scott if you don't fix it. I might even take it higher up if you don't fix this crap!
Regarding admin fees, imposed by NWP:
NJ State Department of Community Affairs classifies Administrative Fees for any recipient of "Section 8" as illegal -
"In reviewing the billing format it shows that an "Administrative Service Fee" is being charged along with the gas usage. Please be aware that this fee is not allowed and must be removed from the bill. If it is found that this charge si being used, the owners will be liable for an assessment of a civil penalty and may be forced to reimburse these fees to all billed parties." (letter is sent from Section 8 to landlord on May 16, 2017) New Jersey State.
