Gauging Utilities
Last year AIMCO our apartment leasing company changed their utility billing company.
Since early this year around February our sewer and water utilities increased about 50 %. Very often pipes are broken and many times around the month of March we had interruptions of water. We are only a couple that work every day and don't have visitors that use these services like almost every other tenant. The leasing company AIMCO gives us the excuse that the new company changed billing cycles. The billing company -that by the way is located in California- says that cost of living has increased. Here in Texas we have different (slightly better) economy, different weather conditions and different laws. Why we have to have always out of state companies trying to screw Texans consumers ?
Someone has to control this, otherwise this will never end.

I am reading so many reviews on NWP and i was so scared about being evicted and didn't know what to do to, i know i got behind my bill but, my bill cant be that high i don't use that much water and i use DWP, and its all Electric, I don't understand all this. I have a 1 bedroom apt and how can it my bill get to be so high. The Manager says I'm in violation if i don't pay my NWP bill my Rent is paid on Time There are so many others you use more water and trash then me and they are ready to throw me on the street. I think we should also complain to the Owners of the buildings, I am doing that because my managers they let the bills get high and then they tell the residents to pay, when they cant afford it.

My apartment community hired NWP in June 2011 to replace our other water billing company that was great & factual. I have been fighting with NWP & my apartment community over my water/sewer bills since June 2011. I am 70 yrs old, live alone & only cook one meal a day & do minimal laundry & for the past 36 mths prior to NWP my monthly water consumption was approximately 485 gallons a month; now since NWP I get bills that say I use from [protected] gallons a month with no lifestyle change. HUH ? Something wrong with this picture & NWP & my apartment community (new owners 12/2010) point fingers at each other each blaming the other party with me & other tenants in the middle like ping pong balls. Some tenants get fairly accurate water bills & some of us get bills off the wall like me. Reported NWP to the BBB & the Fl SAG next stop TV news & an atty. Doctor just ordered new heart meds for me..

I should have mentioned in my post earlier: I have a submeter and yet, just a few weeks ago a NWP employee came in to 'check and reset my meter'. I am gone most of the time so water and sewer usage is minimal at best. I workout and shower at the gym. My complaint is mainly all the fees and the helplessness one feels as these fees and charges are beyond your control.
At least with Xcel Energy you can control your energy consumption; not with NWP. We have a trash valet service my community added a few months ago. Laughingly called as it amounts to a plastic 'bench' outside your door in which to throw trash bags. I'd rather just throw my own trash in the many dumpsters on the property, but no...it's mandatory...and that costs $20/month!

This lady's complaint about unjust fees is totally on point. I am so angry about it as I live in a rental property south of Denver, Colorado and my so-called fees and charges keep increasing seemingly month after month. Here's a breakdown:

Beware when you sign a new lease with a rental property; you need to know whether or not NWP handles these utilities. It's a total RIPOFF. I am going to battle on this.
Illegal Billing
If you live in California and feel wronged by your submeter billing company/property management company regarding your water, gas, and electric bill, here are some laws that you need to know.
1. If you cannot walk to your meter and read it without the help of any tools or a ladder, this is an illegal installation.
2. If your meter does not have a Weights and Measures sticker or a lead seal with a date on one side and a county mark on the other, your meters have never been tested and they are being used illegally.
3. If your meter is not on the California Type Approved list (see link), It is illegal. http://www.cdfa.ca.gov/dms/programs/ctep/CTEPApprovals/caApprovals.pdf
4. If the meter reads on your monthly bill does not match your meter, it is Illegal
5. If you are paying to heat the hot water or are getting a heat preparation/energy charge, it is illegal.
6. If the rates on the bill differ from the local utility provider, it is illegal.
If any of these pertain to you or you feel wronged by the billing company, call your County Weights and Measures inspector. They will come out to your property and inspect the site. You can do this confidentially so the property manager cannot retaliate against you. Breaking the above mentioned laws is a criminal offense. Once you find out that you are being billed illegally, you can then take the billing company and the property management company to small claims court and sue for a complete refund of all monies paid for the utility.

Water billing
The water bill that I receive from this company is completely wrong. The bill states that the last meter reading was 2/20. It has always been current, which would be 3/20. With the the meter reading being that far back, I can't verify that the meter reading is right. I disputed a meter reading previously and now they are doing this. I believe that I am being gouged on this water bill

I filed a complaint with the better business bureau about this company. The better business bureau is a joke. The company is right, the customer is wrong. It is a waste of time to file with the BBB. The rating that the BBB gives a company is a big joke.

NWP is a 3rd Pary Billing company that is working for your property to send out bills and recieve payments. NWP has no control over what you are being billed, they take the information that is provided by your property and proccess the bill. They do what they can to help their customers, with what limited abilities they have to serve their residenents with what the property has provided them to work with.

Price gouging
I live in an upscale apt complex that has to deal with NWP for my water bill. I live alone. I travel 50% of the month.When I am home, I work 10-12 hour days away from home. I have a 1100 sq.ft. with 2bed/2 bath. I am charged the same amount as a family with 2-3 children or people that have 1-2 roommates. Water is plentiful in Nashville, in fact we have water all around and facilites to process it. It is insane that I should have a $50 water/sewer /trash bill given the situation. They are the worst at customer service. My own mgt.staff has trouble with them.

I live in an upscale townhome. I live alone. I do not use the dishwasher. I turn the hot water off constantly as I am washing dishes. I am billed over $100 for water, valet trash, dumpster and parking. The management of my apartment complex has not lifted a finger to help me figure out why my water is so high. I have asked and asked. When you ask a lot, the management labels you as a problem tenant and then when maintenance needs to be done, the maintenance staff just doesn't show up.

So what you're saying is NWP is blaming the management company and the management company is blaming NWP. Personally that is a bunch of mess! I too live in a two bedroom/2 bath with no little children and am usually away from home. I could care less who is at fault but you are right about one thing.. I will be handling it with management and they can take it up with NWP. The real issue is the extreme costs.

You are wrong. NWP is only a billing service. Your bill is reflective on the cost of utilities by your city. NWP only bills out the actual cost charged by your local utility district. They are a billing service, not the utility company. It's amazing how many of these complaints are mis-directed. If you have an issue with your bill, then your management needs to adjust it to keep you happy, because you're getting billed based on the billing method your property's management company chose to use. NWP is just the "messenger"
Overcharging & Unable to Get a Hold of
I just moved into a new apartment and when I got my first water bill I was floored. I had a 10 day billing cycle and they wanted to charge for a full month even though the contract I signed with the lease says that they are to prorate the first and last month. I have been unable to ever speak to a live person or to leave a voice message even during their regular business hours which I believe are inadequate since they are based in Florida but serve people all across the states. I have sent at least one email a day for over 2 weeks and have never received a response and the last 6 emails come back saying they are undeliverable even though I send the message through their website.
This is EXTREMELY bad business practices and is on the borderline of crookery. This company needs to be put out of business.

Charged gas bill for summer
I just moved to another apartment in the same complex. So for the older apartment NWP has charged a GAS bill of $278. This bill is for 20 days of March and April and May, 2010. April and May are the hottest months so far in Pittsburgh but they bluntly charged for these months aswell. These guys should be sent to prison. Harassing the residents.

Unfortunately NWP does not have the ability to stop billing as it is the property requesting the bills being sent out. NWP takes the information the property sends to us and then generate the bill. It is up to the property to check the meters and make sure they are working.
If the meter does not work, why is NWP sending a bill? If they are estimating the bill, they are to blame not the property. NWP can stop billing on a meter that does not work. If they did, maybe the property would pay to have a technician replace the meter. Lost revenue will result in action from the property.
Your gas bill has nothing to do with NWP, other than it's the company that sends it to you. It's your Apartment community and your local utility district that is charging you this amount, not NWP. NWP only bills on behalf of the property (it's client). If you have a billing discrepancy, it's most likely a faulty meter that your property won't bother to replace or repair, or a billing error by the Utility company. Unfortunately, NWP bears the wrath of angry residents, when the property is to blame.
over billing
I am being scammed by Columbia Residential and NWP Services Corporation. I moved into a brand new apartment less than a year old. First water bill $77. Second water bill $89. Third water bill $224. They claim the water and sewage rate is metered. It is not because I have actually been using less water and even turned the water off to the toilet. This should be illegal.

Where do i begin? For starters, I have lived in my apartment for 3 years. My lease clearly states that my water is included in my rent. So why am I recieving multiple bills from this company...service fees, new account fees, etc. This is rediculous, because I have never been serviced, nor did I agree to open any new accounts. I have tried for weeks to get ahold of someone to dispute these bills, and have not yet spoken to anyone..3 weeks later. I have spoken to several different people throughout the company and noone seems to know who I need to speak to in order to get this resolved. What kind of service is that? Isn't it illegal to charge someone twice for the same service? I shouldn't have to pay my landlord and this company for the same water.

They have been informed that my sq footage is only 361 sq ft and they will only accept The Commons stated footage as 455 sq ft so this means that each and every month every one of us studio apt tenanats are living in a unit of only 361 sq ft but being over charged on water sewer and trash becasue they are billing us on 455 sq ft. They have refused to answer my BBB complaint for resolution as I have invited them out to my apt to measure to verify I am correct. The commons in campbell has refused to answer a separate complaint to the BBB as well.

I just moved into a new neighborhood and my first months water bill was around $ 100. I felt i was using too much water so i paid it, the next month my bill was in par with my usage. This month my bill is in excess of $150 and i dont use that much water at all. This company is a rip off .

I live in an Apartment in Kansas that uses NWP. I am being over charged for water and sewer by this company. I am going to file a complaint with the state attorney general on this company. I think we should all do this, if it is available in your state.
This company does not read any data from meters in our apt complex because the meters are all disconnected. I do not know how they receive the data regarding usage. This is perplexing as there are at least ten people living in one unit in the building next to mine. The bills are not based on individual usage but they are divided up based on the water usage in the whole complex. It is a rip-off. I wrote a letter to NWP and they never responded. Does anyone have any ideas about who else to report this too?
Billing malpractices
I received a bill from nwpsc for $160+ including a previous balance of $75+ and late fee of $10. I made the complete payment on the same day. However, neither did I receive my previous bill for $75+ nor did their online system allowed me to login and check my account balance. In the absence of any information about the account balance being send to the customer, it's an unfair practise to send late fees. This has happened to me in the past and now I am made to believe that there is some malpractice happening with their billing process. I've also observed a phenomenal increase in the monthly bill from $30-$40 range to $70-$80 range.
I thought I might be having the wrong password hence I requested for a password reminder. I found that the password in their records matched with mine. It doesn't permit me to logon to my account even using the username and password in their records. They also donot respond to my queries as to how I can setup an auto-pay directly from my bank account. Send several reminders to [protected]@nwpsc.com but no response.
Anybody out there willing to join hands and file a compaint with department of consumer affairs ?

want to know how NWP can claim so many Service Type, such as REMBURS PEST CONTROL, RUBBISH REMOVEL REIMB, ALLOCIATED WATER SERVICE, ALLOCIATED SEVER SERVICE, AND ADMINISTRATION FEE. Can some one tell me if this is LEGAL.
All the above plus a $80 Rent increase for a 1 Bed RM.
I would love to do something. I have been trying to get a refund from this company for four months now. Please tell me who I can contact. They do not return calls, they do not tell what is actually going to happen and they can be rude. They make promises that they do not keep.

I have been recieving 200+ water and sewage bills from this company for over 8 months the company is not even located in my state of Georgia they are in Florida. I pay the utility to the management company here on-site. there is no way i use21, 870 gallons of water in a month

I am a resident of the Woodbrook apartment Homes in Indianapolis, Indiana
When we first moved into the complex the grounds were well maintained, there was also a water fountain in the lake we drew us to this once upon a time complex. I would like to see the grounds, shubbery, lighting maintained. In the monthly rental books it states that there is a well-stock fishing I have been here several years and I have not seen a truck stocking the lake. (This is false advertisement. Most of the apartments are empty due to poor bookkeeping and maintenance services. (You can only get as much work as you can we THREE maintenance crew.
Would appreciate someone to come and visit, just look around and see if you can find things that can be improved.

This has been the worst company I have ever dealt with. I received my 1st bill late and they billed me?! I paid the late fee so as not to be sent to collections ($10 was not going to break the bank and not worth fighting over). Then the next month they claimed I STILL had not paid the late fee and then tacked on another $10! My neighbor has also complained about his outragous rising bill and I'm just waiting for mine. I see endless problems with these people. OH OH WAIT... Then there is the customer service when you call in with a complaint. FORGET IT! You might as well talk to your toddler or dog about the problem, they would probably understand better than the C.S. @ NWP. I only have a nine month lease with the apt. complex and thank God! I will be complaining to the complex's manager and I will be telling them that I will discourage anyone else from moving in to the complex based purely on NWP, maybe this is the solution?

Very bad company. I too am not recommending anyone to move into these apartments because of this company.
I am fighting this company now for putting a $2.75 charge on my bill. This not in my lease, so I am disputing it.
they owe me a refund of $32.00 and it's been three months. they tell me the finance dept. is backed up. what a joke. when I call, they will not give me the person's last name I am dealing with. The worst company I have ever had relations with!

Excessive billing for usage of credit card called "expedited payment fee". Have complained to business but was advised to use another method if I did not want to pay online. I dont think I should have to mail a check if the convienace is there to use my Visa credit card. Each month being billed $2.50. They also seem to try and slip in ion the bill the expedited service fee to make you think it needs ot be paid. Why is this needed in the amounts that you owe? No assistance. I have also contacted my bank which seems not to help. I pay the 2.50 becuase by the time I recieve the bill, its too late to mail a check. I paid a via check a few times online but it takes a week to post which may cause a late fee. Need help please. Thanks.
Regarding admin fees, imposed by NWP:
NJ State Department of Community Affairs classifies Administrative Fees for any recipient of "Section 8" as illegal -
"In reviewing the billing format it shows that an "Administrative Service Fee" is being charged along with the gas usage. Please be aware that this fee is not allowed and must be removed from the bill. If it is found that this charge si being used, the owners will be liable for an assessment of a civil penalty and may be forced to reimburse these fees to all billed parties." (letter is sent from Section 8 to landlord on May 16, 2017) New Jersey State.
I am also forced to use NWP at an apartment in Irvine, CA. Bills arrive with limited remaining time to pay. Billing date varies, may move a whole week. High late penalties and credit card usage fees. Phone operators were rude. Other than the rudeness which accomplishes nothing, I believe the explanation of remaining issues is completely obvious. Besides the $3 monthly fee for sending me a bill, these extra fees are a significant income source for them, and short notices and moving dates increases the chance of a late payment. I can only think the apartment owners must be profiting as well otherwise why would they make their tenants deal with a company like this one? Is it the only billing service around? Also misleading is their name. "National Water and Power". Trying to sound like they are a legitimate public utility...for the whole nation!
I totally agree, they enlisted me in their "ebilling" service and its a complete joke. At first my emails ended up in junk mail, then not at all... ended up getting a threatening letter to pay my bills + late fees when they are the ones who don't bill me... it's not my obligation to invoice myself. Absolutely ridiculous.
Worst utility company ever.
Their computation for water billing is based on fantasy. It has no relation to the amount of water you've used.
Their customer service department representatives are rude and totally useless. When you try to get to the raw numbers that are used to bill, they treat it like its a top secret number that can't be revealed. I think their methodology is flawed.
Unjustified increases in 1 month period
Our apartment complex was just bought out by Berkshire Property LLC. They have put NWP services in charge of billing us for water, sewar and trash collection. Before we had no trash collection fee. The business Pratices of AIMCO and NWP are in non-compliance with the Laws in the State of Texas. It is only a matter of time when one of two things happen. a) their License to operate in Texas is suspended. b) they are sued off the map under the "Texas Deceptive Practices Act of 1973." Fortnately in Texas we have an Attorney General and Laws that actually have teeth against corporate vampires like these two. AIMCO is so desperate for money they will do anything to survive, ranging from allowing their property's to become support centers for cults such as Jehovah Witnesses to working price guaging scams with their favorite billing company NWP..
