Premier Parking Enforcement [PPE] Having two boots put on your vehicle

We did not see the sign as we parked right near the gate as we came in. There was a tiny booth to take money which we did not see... hey we are seniors over 65 with their grandson for a couple of hours at the aquarium. The heavy set woman in the black charger sat there with her air on as I wandered all over the lot looking for somebody to take the locks off of our vehicle. It took us at least a half hour and it was very hot and we had a child in the car. If there was a jail this woman should be in it. Had she mentioned it on our way into the aquarium, since she was sitting right there, we would have gladly paid at that time but instead she would rather collect more money. While she said in her air conditioned car my child's sweating. Totally unbelievable this kind of thing happens in America! She should go under the jail.

Premier Parking Enforcement [PPE] Booting cars for misleading spots

This took place on Saturday, March 25th, 2023 at 11am.

We went to downtown Houston at 902 Commerce street. The entire parking lot is very vague and misleading as to their 'rules'. We were at our location for 1 hr 15 min. When we came out to our cars, there were 5 other cars that were booted at 10:56am. The parking lot 'rules'...again are VERY vague and misleading. Another group of people were saying the SAME thing and needless to say we were not happy at all! The employee that finally came to release the boots, was even agreeing with us, but kept saying, "He was just doing his job".

As you can see in the photo, the sign states "Reserved MONDAY - FRIDAY". It does not state that you can't park there on Saturday and that IF you do, your car will be towed. It ALSO states in another location that you need to pay "AFTER 4PM ON WEEKENDS". We were there for ONLY an hour and 15 min WAY BEFORE 4PM!

After 35 min, we did finally get a person on the phone from PPE... who was EXTREMELY rude, interrupting me, talking over us and was even more rude trying to explain the ridiculousness of why they did this.

Desired outcome: I would like to be reimbursed for this misleading scam, because it is not obvious as to the rules of the lots. IT IS A SCAM!!!

Premier Parking Enforcement [PPE] Being booted for nonpayment and rude and unprofessional service provided by C Willis

On 8/20/22 I was parked in triangle parking lot I was booted for no pay according to the C Willis 119323. I tried to explain to him that I am new and been parking in triangle lot for about 4 weeks and no one has told me that I was putting in the wrong information. I put 801 San Jacinto. I was able to show I paid for parking but the Mr Willis was very rude and unprofessional. I witnessed him arguing with another staff member. I understand I put in 801 but I paid requardless and was able to show proof I paid and been paying using the same address for 4 weeks. I feel I should receive a refund due to the rude unprofessional behavior I witnessed and was subjected too and for being charged for nonpayment bc technically I paid for address 801 San Jacinto instead of 800 SAN Jacinto

Premier Parking Enforcement [PPE] parking ticket

I visited NOLA on 7/16/22 for my birthday with my family. Our 1st stop was the French QTRS because we were tired and we arrived too early to check in our hotel. I parked there long enough to put my info in the parking meter and then when I saw the cost of parking, I called the hotel and they allowed me an early check in so we left. I rec'd a parking tix in the mail a couple of days later for a total bill of $92! It doesnt even cost that much to park! Had I have known that I would be charged for all of TEN MINUTES, I would have paid that rather than $92. THIS CO IS A RIP OFF! I guess they need the money to pay for their dirty city!

Desired outcome: My desire is for this bill to be wiped away of even dropped because I did not stay long enough to pay for a ticket that cost 92 dollars

Premier Parking Enforcement [PPE] Paid parking

This is a predatory company. I parked in their lot 2 days in a row. Day 1 was $20 all day. Day 2 was $30 all day according to the meter BUT my ticket said I had 35 minutes. I didn’t notice the ticket because I read the machine. When I back my car had a boot. I was careful to read the machine since they just got $75 from me a month ago. Anyway when I asked the attendant how much time was it supposed to be, he said 3 or 4 hours. The people next to me had 2 hours on their ticket. How do you, as the attendant not know?

Premier Parking Enforcement [PPE] Premier parking enforcement

A REFUND IS WARRANTED: We paid for parking and have our receipt. Our receipt was clearly displayed on the dashboard. The representative refused to remove the boot even though we clearly showed our receipt. We even returned to our vehicle after 1 hour and 50 minutes even though we paid for 3 hours. We waited over 45 minutes for a representative to come to our car. We are disgusted at how unprofessionally this was handled and how unfairly we were treated after we did exactly what we were supposed to do to park in a Premiere parking lot. The boot removal receipt clearly shows the reason we were booted was non-payment of parking fee and yet you're representative refused to remove these devices off of our cars despite the fact that we clearly provided the receipt for which we had paid. This is absolutely unbelievable! We will be taking necessary action if we are not contacted immediately and receive a full refund.

Desired outcome: Refund and action towards employees who engaged in this outright robbery.

Premier Parking Enforcement [PPE] Boot received 5 minutes after paying for parking

My wife and I parked at the Park First, LLC - Badine Location at 101 Iberville in New Orleans while on vacation on 5/7/22. At 1:41PM on the same day, I received confirmation that I had paid for 2 hours of parking on the mobile app under ticket # BAD015321.

At 1:46PM on 5/7/22 we received a boot from "T-Shell" who works with Boot Man, Inc. d/b/a Premier Parking Enforcement of 1231 Prytania Street #119, New Orleans, LA 70130 under occupational license acct #[protected]. I arrived at my car at 3:16PM and had the boot ID# 13411 removed. I showed the receipt for my car's paid parking to another representative named "Bodin". He informed me that he could not undo the boot or charge even though I had valid parking. I paid the $135 fee ($90 for booth removal and $45 for parking rate). In total it cost me $155.50 ($135 fee + $20.50 parking fee via app) to park at the Park First, LLC lot that day.

I filed a dispute claim via www.premierparkingenforcement.com to dispute the boot on 5/7/22 at 3:30pm, but have not heard back yet about the dispute.

Desired outcome: I would like to have my $135 back asap.

Premier Parking Enforcement [PPE] Booting

Booted my car when I was parked for less than 5 minutes, then wouldn't answer the phone for over an hour to come unboot it. The parking is available for customers of the next door establishment, which I was in. Not sure what the point is of booting a car then not coming bsck to collect payment to remove it. Trash customer service, and honestly, scum of the earth for profiting from this.

A man driving a green Chevrolet Traverse and applying/removing boots and wearing a PPE Uniform needs a lesson in manners, communication, and customer service. I had no idea why his vehicle was stopped in the exit lane, so I stopped behind it. He came around and demanded that I back up. As I complied, he ordered me to go around his car. I protested his demands, and he said that I was going to "get somebody booted". WHAT?!?!

Premier Parking Enforcement [PPE] Boot on the car

I was legally parked in a parking lot and paid for my parking at 7:15pm 7/19/2019. I was given a printed ticket to verify that I paid for parking for up to 8 hours. 3 hours later my car was booted. The boot man came and looked at the ticket and admitted that there was a misprint from the machine and that we shouldn't have been booted. But because they don't own the ticket machine it's not their responsibility that it is misprinting and we still have to pay the $75 fine to get the boots off.

Premier Parking Enforcement [PPE] Premium parking

Seems like a total scam, I paid for 24 hours with intention to renew next day using the link they texted me. I submitted another payment to add more time on the website and was taken to a confirmation page stating I had successfully added another 24 hours on my spot. I closed the page and assumed all was well. When I went out to my car later that day it had been booted. I had no idea the second payment had not gone through after seeing the receipt page, but when I searched through after seeing the boot I had never been sent a receipt or any notification that my second payment had indeed failed. It seems like they falsely inform you that you pay then assume you'll be too distracted to actually go back and check, then charge you for the boot removal.

Premier Parking Enforcement [PPE] Parking lot booting

We parked at the Basin Street Parking Lot (by the St. Louis cemetery) on 2/5/2019. We have a large dual wheel pick-up truck which was slightly over the parking space lines and were booted for improperly parking. We purposely parked in the far area of the lot which was empty when we arrived at 10 am and still empty when we left at 5:30 pm. This cost us $120 to remove the boot. The boot attendant working for only said "cash or card" four times to us when we continually asked why they would do this for no good reason. I could understand if we were in a full lot and we took a revenue opportunity from them. I find the practices of this organization highly suspect and not the type of company to represent the City of New Orleans

Premier Parking Enforcement [PPE] The boot

Scammers! I drove to Houston for my sisters 50th B-day party and found a vacant lot. We tried to pay for parking at the nearest kiosk but it was not working. I was gone for less that 2 hrs when I came back to a parking lot full of vehicles with their vehicles "booted". They didn't care and forced me to pay $118 to get removed. I am so passed I can't even stand it. In my 30 yrs living in DFW, I have never seen anything close to this crap. I won't be visiting Houston anymore. That's for sure. Just a bunch of conn atlrtists!

Literally less than 20 minutes ago, my husband parked in a parking lot and we were not even there for FIVE MINUTES. This man wearing lime green sunglasses and a blue PPE company shirt (and a body cam, weirdly) asking me “do you think it’s okay to steal from this company?” And he continued to threaten me and my husband and told us he could “legally” put a boot on MY CAR WHILE WE WERE SITTING INSIDE OF IT. He was completely out of line and disrespectful, claiming he is the “parking enforcement”. My husband and I are both security officers in downtown Houston. We consistently patrol several other parking lots downtown near office buildings we work at and this “parking enforcer” had the audacity to threaten me. He’s lucky I didn’t tell him I’m nearly 2 months pregnant and I have a license to carry with a Smith and Wesson in my glove compartment. What grown man threatens an expecting couple? Disgusting behavior.

We were booted in November 2022 and requested a hearing using the information here http://www.jp.hctx.net/tow/

PPE didn't show up but even if they did, we had enough proof that the booting was not compliant with the law using the information below. We won the fee plus court costs.

You have to file within 21 business days so if you're going to, do it soon.

Item 1

Vehicle was improbably booted on November 6, 2022 after being unable to pay/print a receipt at the lot because the machines were tightly wrapped and taped closed (please see pictures showing that others have even tried to ripe open the wrapping.) This in in violation of:

City of Houston Code of Ordinances, Sec. 26-644. - Prohibited activities.

- (a)It is unlawful for any person to immobilize a vehicle without a vehicle immobilization service permit issued by the city.

- (b)It shall be unlawful for any vehicle immobilization operator to boot a vehicle:

o (1)In a parking facility that is not in compliance with the signage requirements of section 26-616 of this Code;

o (2)Without complying with the operating requirements of section 26-662 of this Code;

o (3)In a parking facility used wholly or partly for paid motor vehicle parking that is accessible to the public and does not provide a receipt for payment of parking fees as required by section 26-617 of this Code;

Sec. 26-617. - Receipt and enforcement.

- (a)It shall be unlawful for a parking facility general manager to have a vehicle immobilized ("booted") or towed for non-payment of parking fees in a parking facility that does not provide receipts for payment of parking fees.

- (b)Each paper receipt issued by an attendant or printed by a pay station for payment of a parking fee shall have printed thereon in bold type the following directive "Display receipt face up on dashboard" and shall contain the name and logo of the parking facility, street address of the parking facility, the parking space number, if applicable, the date and time parking fees were paid and the expiration time. Lettering for the directive "Display receipt face up on dashboard" and expiration dates and times shall be printed on receipts in at least 14 point font size.

Additionally, the booting “company” failed to comply with signage regulations as listed below and demonstrated by the attached photos which note that the signage was six inches from the ground and is missing the international symbol for towing.

Texas OCCUPATIONS CODE, TITLE 14. REGULATION OF MOTOR VEHICLES AND TRANSPORTATION,

SUBTITLE A. REGULATIONS RELATED TO MOTOR VEHICLES,

CHAPTER 2308. VEHICLE TOWING AND BOOTING

SUBCHAPTER G. SIGNS PROHIBITING UNAUTHORIZED VEHICLES AND DESIGNATING RESTRICTED AREAS

Sec. 2308.301. GENERAL REQUIREMENTS FOR SIGN PROHIBITING UNAUTHORIZED VEHICLES.

- Except as provided by Subsection (a)(2)(B) and Section 2308.304 or 2308.305, an unauthorized vehicle may not be towed under Section 2308.252(a)(1) or booted under Section 2308.257 unless a sign prohibiting unauthorized vehicles on a parking facility is:

o facing and conspicuously visible to the driver of a vehicle that enters the facility;

o located:

 on the right or left side of each driveway or curb-cut through which a vehicle can enter the facility, including an entry from an alley abutting the facility; or

 at intervals along the entrance so that no entrance is farther than 25 feet from a sign if:

- curbs, access barriers, landscaping, or driveways do not establish definite vehicle entrances onto a parking facility from a public roadway other than an alley; and

- the width of an entrance exceeds 35 feet;

o permanently mounted on a pole, post, permanent wall, or permanent barrier;

o installed on the parking facility; and

o installed so that the bottom edge of the sign is no lower than five feet and no higher than eight feet above ground level.

- (b) Except as provided by Section 2308.305, an unauthorized vehicle may be towed under Section 2308.252(a)(1) or booted under Section 2308.257 only if each sign prohibiting unauthorized vehicles:

- (1) is made of weather-resistant material;

- (2) is at least 18 inches wide and 24 inches tall;

- (3) contains the international symbol for towing vehicles;

- (4) contains a statement describing who may park in the parking facility and prohibiting all others;

- (5) bears the words, as applicable:

- (A) "Unauthorized Vehicles Will Be Towed or Booted at Owner's or Operator's Expense";

- (B) "Unauthorized Vehicles Will Be Towed at Owner's or Operator's Expense"; or

- (C) "Unauthorized Vehicles Will Be Booted at Owner's or Operator's Expense";

- (6) contains a statement of the days and hours of towing and booting enforcement; and

- (7) contains a number, including the area code, of a telephone that is answered 24 hours a day to enable an owner or operator of a vehicle to locate a towed vehicle or to arrange for removal of a boot from a vehicle.

Item 3

Finally, and perhaps most importantly, vehicle owner/operator has been unable to verify that the individual listed as applying the boot and removing the boot was licensed to do so. Owner/operator has attempted to confirm proper license and/or permit by;

- Calling and leaving an unanswered voicemail with Premier Parking Enforcement,

- Calling and talking to a representative of Houston Permitting Center

- Calling and talking to a representative of Houston Police Department Auto Dealers Detail

This is especially troubling given the recent arrest of Former city of Houston employee charged in parking violation bribery scheme (https://www.khou.com/article/news/crime/houston-parking-scheme/285-751537a5-5d46-44f5-90de-a8f44cdcd0ac ).

Premier Parking Enforcement [PPE] Parking

I have been parking there for the last past year and have never received a boot on my car, it was the weekend and there are no visible signs that say you will be towed if parking in that area. Not only that but your dispatcher who sounds carribean was extremely rude and kept me out there for an hour and a half because I demanded someone come quicker than expected. When I asked for his name and supervisor he denied my request and would hang up on me every chance he got once he heard my voice . Not professional at all and I want my money back for this experience and mental anguish. I need someone from their management team to contact me ASAP because this is unacceptable. That guy shouldn't be working there if he cannot control heated situations. You would be mad too if you came back to a lot full of cars but yours is the only one with a boot and I know damn well it was by choice that they did that because plenty didn't pay, unfair.

While I was trying to pay at the kiosk I was ticket and booted. I went back to my car after trying for several minutes at two different pay booths to no evail. I called within one minute of discovering that I had been booted and the lady answered and told me to go about myunch and that she would be back by apologizing the entire time. After lunch I called her again and she informed me that she would have to charge me a min of $25! Parking was supposed to be $4! I was still upset but I gave her my card to run for the $25 but instead she ran it for $95! She said sorry again and instructed me to a website to file a dispute as she could not reverse the transaction. I filed my claim and called in, but they were not helpful either. Just got a confirmation email saying my claim was rejected due to this girl "having no idea what I was talking about". I am going to seek out legal now as I have many lawyer friends. This is insane!

Premier Parking Enforcement [PPE] Being over charge for parking when it stated $6 for all day and I was charged $15. Oo

I went to the Fort Worth Convention Center for my granddaughters graduation on May 12, 2018. After standing in line for 45 minutes to pay to park I was charged $15 for parking when the sign clearly stated $6.00 for all day. Everyone that was there that day was charged $15.00. I paid so I would not get booted. I would like to know how I can get a refund for the overage.

Premier Parking Enforcement [PPE] Booting when I paid for parking space..

I parked in Houston to attend an all day jury service..paid for my parking space and even posted the ticket on my dash as stated. I knew it was going to be a long day and took snacks and lunch..so I took several trips. By the afternoon it had a boot and it stated that I had gone in and out and that was a total lie. Asked for evidence and would not!

Premier Parking Enforcement [PPE] Premier parking

While visiting Gatlinburg Tennessee I pulled into a Premier Parking Lot in my motorhome. I asked the attendant if there was available parking and he directed me to park at the back of the lot next to the fence. I paid $10.00 for the parking taking only one space and posted my reciept on my dash. Upon my return 2 hours later there was a notice that I was illegally parked and being fined $85.00. I asked the attendant what this was all about and he said he had nothing to do with it and that enforcement was responsible. It has been 3 months and I'm still being threatened with collections and reporting this on my credit. I have tried to talk to these people and no one is ever available. They will only respond by email and pass the buck blaming someone else. They said motorhomes were not allowed on thier lots even though their attendant assisted my parking. Do not park in any of Premiers Parking Facilities, they are crooks and a total rip off.

Premier Parking Enforcement [PPE] Parking service

This article is a year old, but due to experiencing a similar scenario last night with my son, I felt the need to share in hopes it would help someone avoid this scam. When finding parking for last night's game in Houston, we tried to find a parking lot central to the restaurant and Minute Maid Park. The lot we chose didn't have an attendant, there were only machines. The instructions when using the machine we chose to pay at were somewhat confusing and we didn't find out until after the transaction that we'd only paid for one hour, so we decided to just eat and find parking elsewhere for the game. We shared a meal, because we weren't that hungry, and we're trying to stick to our budget for the game. We made it back just in time before our hour was up.

Surprisingly, our car had locked boots on the wheels with a note saying we had to pay $120 to have the wheels unlocked! The note had been placed 30 minutes earlier!

I called the number on the ticket after my son took a picture of the timestamp on my paid parking receipt, a screenshot of the time on his phone, and the note from the parking company with its timestamp.

The guy comes out about 20 minutes later to unlock our car, and I explain respectfully that we had returned prior to the required time and there must've been a mistake. He explains to me with no feelings whatsoever and without looking me in the eye that I had paid at the wrong machine, he even knew which machine I had paid at. So, he knew I had paid in good faith, and it was clear that I had every intention of paying, but had simply made a mistake. Keep in mind, this parking lot was FAR from being full.

I told him I was happy to pay the parking fee, and that I was just confused. Again, with no eye contact and no empathy he just indicated my only choice was to pay him to unlock the boot or to call a wrecker company and incur those fees. He had his clipboard and pen ready for me to pay. He was with Premier Parking Enforcement.

If you read the attached article, it's different than our situation, but when we went to the next parking lot, there were guys waving us in, and the machines were covered with a jacket. Guys were ready to take our money. After our previous experience I felt more comfortable handing my money to a person, right? Fortunately, that approach worked for us, but turns out you have to watch for that too because there can be people posing as attendants!

Either way, this Premier Parking Enforcement is making a killing from people who either make an honest mistake OR pay a false attendant, unbeknownst to them. Beware, because it seems to be rampant.
