YMCA - residential housing is unacceptable

The transitional housing area is not clean. Restrooms are not cleaned on a daily basis. There are roaches in the rooms, hallways and restrooms. The guy who cleans the restrooms walks around with a spray bottle and a rag which he cleans(wipes) the sinks, urinals, and commodes with the same rag, never once submerging the rag into a bucket of water or solution. The hallways are rarely mopped and the trash from the hallways is normally deposited in the stairwell. In the middle of the night a smoke alarm will usually wake you up due to a resident cooking and burning something. Cooking is allowed inside of the room but there is no sink to wash the dishes inside of the room. The residents usually wash their dishes in the rest room's face bowls or inside of the filthy roach invested janitor's closet.
Once there was a notice posted from the director of transitional housing Richard Rodriquez, that stated the cleaning was being done by volunteers to kept down the rent of $350 per month. Sanitary conditions are usually mandatory. So was it obviously a cover up for something else that is going on with the funds, considering the place has over 100 rooms at the rate of 350 monthly? I'm not a genus but that amounts to about $35, 000.00 monthly and $420, 000.00 yearly. This doesn't include donations by private organizations i.e. Exxon. I wonder if Exxon and the other contributors know how their funds are being allocated by the Cossaboom Executive Staff. With revenue of this caliber and an infestation of roaches along with who knows what other germs. Why can't the Cossaboom YMCA provide better housing for the men residing in the facility? Some of these men are trying to transition back into society or are retired taking life a little easier. ***NEWS FLASH***Someone said some of the residents are parolees. How can they be encouraged to do better when they're being subjected to such depressing conditions and why isn't the state checking their living conditions and are these rooms being subsidized by tax dollars without the Cossaboom YMCA being audited for habitability? Another form of taxation without representation? Maybe someday the Health department or some other government agency will go into the facility and find out what kind of scam the Cossaboom YMCA is doing. If the men can't afford to leave and have to tolerate such practices is this a form of extortion, elder abuse in some cases or just down right slumlording?

I styled there. The desk clerk Wan was stealing from rooms and got caught giving another Tennant oral out back. The place is poorly run, drug and roach infested and overall disgusting
