Safeway - stitches from unsecured metal scales

My 10 yr. old daughter and I were shopping at Ogden Safeway, Calgary Alberta, Sunday aprox. 8:30 pm. We walked by one of their Berry displays, and my daughter fell to the floor with a metal scale droping a foot beside her. I asked her if she was okay. She replied "I don't think so mom, I can't stand up." I bent down to see what the issue was and she had a 2 inch gash above the bone at the back of her ankle. I held the cut together until 2 other customers husband and wife came to help. Some of the staff had stopped to watch. I asked them for a manager and asked the couple if they could call my huband cause she could not walk. There was no manager on shift. The staff did not have a clue what to do. I had to ask them if they could take down my name and number to have it reported. I even had to ask if they could go get some napkins. The wife went to customer service to ask for a first aid kit. The husband was searching in it for butterfly bandaids and could not find them and asked the staff if he could have some. They asked what they were. So he went down an aisle and found them himself and quick stiched her with them. My husband showed up and carried her away to go get stiches at the clinic. She needed 2. The doctor said she was extremely lucky it had just missed her tendon. Not one person but me thanked the random couple for helping. I called head office the next morning and the health and safety lady said she would get to this matter and make sure those scales were safe and she would contact me 3 days later at the most. By Friday I had heard nothing. So I go to safeway myself and what do you know? The scales are still unsecured. They actually have 2 holes for 2 screws to secure them properly. Some are secured and some aren't. Who can help me get these Sharp edged metal scales secured?

It was hangging over the shelf unsecured. Anyone that would of walked past it as it was hanging would of knocked it over. But thanks Tipps :)
