On multiple occassions myself and several of my coworkers have parked in the public parking lot owned by Central Parking Systems at 22nd and Stout in Denver. On over 15 occassions the lot attendant ticketed my vehicle when I had placed payment in the payment slot. Since no receipt is given, either the lot attendant pockets the cash and writes a ticket or submits the payment to Central Parking and still writes a ticket. When I dispute the ticket they tell me I owe no matter what since I can't prove otherwise without a receipt since cash payment was made. Central Parking is dishonest and thier business practices are predatory. If you park in this lot you will be ticketed wether you pay or not.

I have a acouple concerns with your complaint.

I used to work for CPS and with audit procedures for open lot are an area manager opens up the metal cover door you see with the parking slot numbers on it. If it appears you haven't put money in your corresponding compartment he will write a violation.
He can't physically reach the money (so he can't single you out to rip off) as it has a plastic cover. He closes the metal door and pushes a release and the cash and coin drops down to a hopper where the revenue is collected by a second person.

If all your co workers have been parking there why do I only see a complaint from you during my search ... why is that if there is a deceptive practices ?

I would be concerned that if you have gotten so many violations my vehicle would be towed and it should have been.
Something doesn't add up with your complaint. If you don't like the coin box drop slots as they seem unclear I would opt to parking somewhere else.
You are very lucky the area manager hasn't done his job and towed your vehicle to incur more expense and aggravation. The fact you haven't been towed makes me suspicious. see below

If others have had the same violation problem you need to contact the cities general manager quickly as there maybe very serious audit procedure problems. I won't say more then that as it may mean false accusations. If only one person is doing the audit as stated above you may have to go straight to the regional manger... The company is based out of TN.
hope this helps

I would also have to agree with above complaintant. Something is not right in this 22nd and Stout lot. I have recieved countless tickets and my car still remains untowed. The list of tickets have ALL been given by the same attendant. I have not recieved any tickets in 3 months or so. I would be curious to know if that attendant is still employed? Granted it makes sense to park elsewhere but when street parking is not allowed, apartments don't offer it and a perfectly good lot is available to host PAID parking, one should be able to do that- PAY to park! Speaking with a regional manner (or any human being in this company) sounds ideal but that hasn't been easy to do.

I am currently arguing with a lady from CPS. She sent me this list of tickets on my car for over $600 and is trying to say my car will be impounded from my residence if I dont pay. I told her company lays a hand on my vehicle or even THINKS about stepping on my property to do so, there will be problems. I told her if she has an issue, then she needs to bring it up with a police officer or bring me to court. I always pay for my parking and still receive tickets (from a few CPS lots, but more especially this stout lot). I usually dont comment when I agree or disagree, but since Lynda challanged what you said (no disrespect to Lynda), I figured I was obligated to provide my experiences as well.

I'm in situation where they are trying to make me pay for a ticket because my parking stub was upside down. They claim to have reviewed the situation and will split it with me because of the time it has taken to resolve this issue and the time spent by the lot attendant taking pictures. I'm being threatened by impounding as well.
The next letters my finger touch will be to compose a letter telling them that full payment for services rendered has been recieved and no payment will be made.

We also received a ticket for having a stub upside down. We paid their ticket months ago and now they've started sending us collection letters from lawyers for $50.00!

They are going to get a cease and desist letter tonight.

If you live and do business in Denver consider writing to your city councilperson. This needs to change or they will continue to lose sales tax revenue as people will stop visiting the area.

I guess deception and/or thievery is still going on at CPS. I parked in the lot between Bannock & Cherokee, 12th & 13th on 5/30/2012. I put my $5 in the #115 slot and when I came out of work I had a ticket. This can't be that difficult! My guess is that CPS is insinuating to the lot attendants that more revenue is needed if they want to keep their jobs. Since no reciept is given, it is easy to defraud the people parking there. You bet I will contest.

Has anyone considered a class action lawsuit against CPS? This sounds like extortion and racketeering.

FYI - If the company issuing violations is Parking Revenue Recovery Services, beware! You are dealing with a disbarred lawyer named Jeffrey A. Parsley.

We also got a ticket from a CPS lot after we had paid the $24 parking fee. After several attempts to try to resolve this, fist with PRRS then with the ### lawyer, Byron Bellerud II we reluctantly paid the $64 fee to avoid threatened legal and financial entanglement.
We finally got in touch with a reasonable person at Central Parking Customer Service who agreed that the violation was in error. Unfortunately PRRS already had our money and now refuses to refund the $64 owed us. PRRS and Byron Bellerud (who may or may not be a legit attorney) are ###, and shouldn't be trusted.

Sorry to hear that. I followed the process outlined under the Consumer Credit Protection Act. Multiple letters to the lawyer with proper legal wording finally made them go away. If a debt is in dispute, under the CCPA it is illegal for them to report you to the credit agencies. Doing so has a minimum penalty of a $1000 fine by the courts against the "### lawyer". I researched Byron Bellerud and he was fined at the beginning of last year for this very work. BTW - he lives down south off of Lincoln if you want to pay him a visit ;P

I contacted the Colorado State Attorney Generals office today and they said they would pursue my complaint with PRRS. The AG's office regulates the actions of collection agencies and can take disciplinary and/or legal actions when warranted. If nothing else perhaps it will remind PRRS and their ###-lawyer Byron Bellerud that they are not above the law and the Colorado Fair Debt Collections Act does in fact apply to them.

If you park without paying the specified fee then they have every right to require that you pay, and you should. If they're trying to strong arm you into paying bogus fines by threatening legal and financial ramifications 'if you don't pay within 10 days' contact the Attorney Generals office. I hate seeing bullies win. http://www.coloradoattorneygeneral.gov/departments/consumer_protection/uccc_car/car

The unidentified person above who says your dealing with a disbarred lawyer is a competitor of PRRS and is doing the Same thing inder the name of a different lawyer. They are also towing vehicles illegally. PRRS is a legitimate collection agency who is collecting unpaid parking tickets on behalf of their clients. If you feel you received the ticket in error then dispute it. The have the right to send you a letter. Pay for your parking!
