I received several calls from # [protected], but each time I was called the phone didn't ring long enough for me to answer. Finally, I called back, and I was directed to a clerk that stated that the company was a collection agency. They asked for my birth year to "verify" who I said I was. After talking awhile I learned that the agency was looking to collect on a school debt that I have had since 2004. When I learned of the institution that supposedly hired this agency to collect my debt I mispoke and said the debt was from 2005. The clerk paused and said yes. Later, I realized that the debt was actually from 2004. After that, the clerk quoted a debt substantially lower from my actual debt. This made me suspicious so I asked for more information about the agency. The caller was hesistant to provide details about the agency, and in fact I never learned of the company name from him. My parents received a letter from a business under the name of ConServe claiming the same debt. That's how I learned of the agency's name. I did, however, after some prodding, learn that the caller's name was Eric Wolfinger. After hanging up, I did a little research, and I found that many people are claiming that this agency is fraudulent and is based out of Fairport, NY. The agency's website [ www.conserve-arm.com ] has very little actual information and appears to represent a fraudulent business. Since then, I have continued to receive calls from the same number, but again the phone never rings long enough for me to answer it. I emailed my bank requesting more information on this business, and I am awaiting a response from them...

Interestingly, I've had a great experience with Conserve so far. Granted for the first little while, while I was avoiding my student loan phone calls due to lack of money, their calls were obnoxious and suspicious. Once i stopped avoiding the debt, I realized I was able to think smartly. So I called the student loan company that I borrowed from to verify their story. Once verified, I have had nothing but pleasant and helpful interactions with them. They're there to help. If they're calling you, you likely owe someone money. Once I got over that... and was ready to act in integrity, the world stopped bugging me so much. ;)

Conserve is a real collection agency... a school I went to verified that they do use them. the only thing I would take care of is that sometimes what a collection agency has down as being owed/dates is not the same as the institution they represent. the reason for this disconnect is the fact that they are a contracted representative of your school and not based out of the school's financial departments them selves...

Same here as the above comment, I literally just got of the phone with them, upset at first of course but a good deal was set in place with a 50 dollar monthly. Pretty reasonable I would say. I was also suspecting fraud thus here I am doing a little research. Thanks for the post you'all

I had a student loan from 2002 (from the state I went to school in) that had been on my credit report as "unpaid" for 7 years. It wasn't until the information came off of my credit report that ConServe began contacting me. Not only have they been contacting me attempting to collect on a debt- but they are threatening to put it on my credit report- something they cannot due, as it has already fallen off my report. But, they are increasing the amount owed by a significant amount as "late fees" and "collections fees".

When I was getting my mortgage this showed up on my credit reports and my mortgage broker told me the best thing to do was ignore it and not speak to them about anything- if you do they can "reage" the debt and it can go back onto your reports. Once the debt has fallen off your credit reports- while technically you still owe the debt the collection agency really cannot do anything to you. They cannot put it back on your reports, nor can they threaten with legal action (unless they actually follow through) and most states have a statue of limitations as to how far back you can be held accountable for old debt- except for FEDERAL Student loans- which never go away.

This so called collections agency says to be proffesional when in reality they are far from it. I called them to set up a payment play for some money i owed to a school. I know i owe the money and wanted to do right. I called the collections company and spoke to a representative there who took my information and agreed to set me up on a payment plan of 3 months for three seperate charges to cover what i owed. Low and behold at the end of the week they took all three charges out at one time and over drafted my account. So when i called they informed me that they were sorry that this was not the way they conducted business and blah blah blah. After all that i was more angry because they informed me i would recieve my money back in 2-4 weeks. So first you steal my money and then you make me wait for it. Then they tell me send me proof of where we charged you and your bank statement, and blah blah blah..! Ive never felt so used and upset at the same time...

I do collections for a department of education company, fdcpa mandates that we must "verify" the correct person so first and last name are a must as well as either year of birth, address or last 4 of your ssn but the collector can not state the last 4 to you. here is a tip if they say is this joe smith born in 1980 its different from "joe what year were you born in?". if they know your name and me? just ask the collector. the reason they must "verify" is to protect your identity, imagine you name is david brown and you live in atlanta, and someone just called any dave brown and started talking about your defaulted loans, id be upset for sure... I treat people like humans because on the other end of my phone is a human and i'd like to be treated as such. listen to your collector and ask questions it could save you thousands of dollars and grief, remember they can not lie to you it is against the law.
I'll tell you I have never met a rude debt collector, stern? sure but some people cant get the fact that you signed your name and gave your word on repayment, my favorite is that when I tell someone their employment has been verified and refusing to pay would mean a garnishment review and they say ill see you in court... lol... then they call stating my garnishment is $400 a month and you said payments were $125 month.. I want to pay... sure but it has to be on top of the garnishment... or hey you took my taxes! or my social security is being garnished from a loan 20 years ago...

I don't owe a debt to them my school loan is paid in full I only went one semester and my college account says it is paid but when I tried to register this semester they had a hold on my account for this collection agency I have had the same calls they hang up and when I call they hang up on me. I told them i wanted an itemized bill in the mail and they refuse. They say I own for collection fees to them and yes my bill was paid to the college but I owe them fees for what they even admit my bill was paid the the university in full. Something is not right with this company they need to be checked into. We have no rights any more we just have to take this crap because it it more to hire an attorney to fix it even when you don't even owe it catch 22 we are screwed. And the company is the worst I have ever had to deal with.

I had no intentions of not paying my student loans, but the economy and lack of jobs got in the way... at first I was getting calls from a fast talking rude young lady, I politely told her she could either be nicer or she could transfer me to someone else. the next rude comment was met with me hang-up on her. the next day an older lady named kim called, she was not only polite, but also understanding to my financial situation. by the time all was said and done, I had set up a payment plan that was considerably less than my actual student loan payments., and allowed to be split in to bi-weekly payments. not everyone is trying to keep from paying just to be an *ss, some of us have financial woes. we go to school in hopes of providing a better life for our families. I took a huge financial loss for 2 years by cutting back my work hours to attend college again, not to mention the other costs of school that the loan doesn't cover such as gas, uniforms, etc. then we graduate only to be met with unemployment and a new large student loan bill! if they call, ask for kim pellinger.

I have been contacted numerous times from many different department of educations as well as this office Conserve and i keep being told different amount in which i owe. I have informed all areas that i would like to get my student loans taken care of in a timely manner, but i can not afford the monthly payments in which they want me to pay, so i have sent the amount in which doesn't make my son unable to eat. the problem at this point is i sent in two payments over the last few weeks and i just received yet ANOTHER call at work and she indicated the amount due is now more and no receipt of these payments like in fact i was not telling the truth.. I have repeatedly asked these collectors to please not call me at work and they continue to do so. I was contacted recently on 3/28 by Karen and 4/17 by another woman - which when i explained that i was at work and trying to get things done for my boss to get to a meeting she kept pushing and pushing for me to just stop and talk with her. I told her now was not a good time and she insisted just 10 minutes and keeps asking who do i work for, where is it, where do i live.. I informed her this information has been previously sent many times and the company name and told her i had to get off the phone. She didn't seem happy and said she will call back. I would like to know what i need to do to get the calls at my job to STOP!.

Hrm. I've read a couple of posts where people are pissed and where some feel good about their service. I'd have to say I'm another person who is pretty content with their customer service. Literally got off the phone with them 5 minutes ago, and they were extremely helpful about my situation. I cannot call them frauds or anything of the sort, seeing as I got the number from someone directly from the Department of Education who said my defaulty loans were given to them to handle. If that's not good enough as verification, I don't really know what is. I think in general, depending on how you approach people or your attitude in general; will normally determine the outcome of call. But maybe it differs when it becomes someone who has to cold call and collect versus someone taking initiative to inquire.

I would advise as a consumer that ConServe works in many contracts, with colleges collecting debts that people owe the school for various reasons such as unpaid parking tickets and the such to the US Department of Education federal contract to Treasury contracts and many others. I would like to state that for the US Dept of Ed contract you can look up on their website that ConServe is indeed one of the few collection agencies that is contracted to collect federally defaulted student loans on their behalf. Also as an aside ConServe stands for Continental Service Group. The people there works towards improving the human condition. I have seen both sides of this equation and believe me they are trying to help. Yes at times they may seem rude and sometimes very helpful. I can only speak to certain things. Also at any time a debtor may request a copy of their promissory note sent to their location. However, often the last address in file is the one you originally gave the school x years ago, so before you yell that you didn't receive anything in the mail-did you ever update your information with the US dept of Ed when you moved? Is your responsibility!

I just learned that Conserve has my defaulted student loans. This loan stems back to 2001. I was reviewing my credit report and the amount they are stating I owe does not agree with the amount on my report. I tried to schedule a payment plan that is reasonable for me at this time but they are persistently stating it does not matter your household expenses. They automatically schedule payments according to my gross income rather than taking in to account of my how much is being taken out for taxes, rent, childcare expenses, and utilities. They want me to pay over 100 in monthly installments that I cannot afford. I might be looking into an attorney regarding this matter. They are requesting payments that are not realistic.

Hmmmm I got a call from this outfit asking me if I was so and so born in 19?...yeah...and if I could pay off my $40, 000 in debt to student loans...of course not! Okay...can I borrow it from someone...right! Okay after gather some monthly bill info from they this guy tells me that I can make 9 consecutive monthly payment...get this...of just $5.00 to put me back into good standing with my loan institution, but I need to fax my 2013 1040 forms...and he was persistent about starting these payments right away with a pre-paid debit card. I honestly think he was just fishing to find out if I use a pre-paid card! Im not sure I trust this guy.

I have been contacted by numerous collection agencies, regarding a student loan that is not mine, for over a decade the most recent being conserve this morning. been there (court) done that (won). I am not seeking more money - only a retirement (i'm 76) that is hassle free from collection agencies! any assistance would be most welcome. the job of a collection agency is to collect money; it does not matter how or from whom. I am considering filing a complaint with the attorneys registration and discipline because if the attorney took one collection agency to court, each and everyone should be. he could have all (100%) of the money rewarded via my giving my reward as a gift. again, any assistance would be appreciated. kmrz@comcast.net joliet il

These people are a scam. They write their own reviews. They said I owe on a student loan. I had 100% of my school paid for with a scholarship given by my mother''s check book. Don't answer these cons. They bought a mailing list from some rag head from Puke-E-Stan or India and are working it regularly to find a sucker. When they call again, 5 will get ya 10 that they won't give me a working fax number for reds where I can write to them for further information. Bona fide firms will have a working fax number and will give direct line numbers to get to their switchboard. I wonder if they pay their taxes. The IRS pays rewards for peeps who are turned in for not paying

I had been having little trouble with ConServe while paying off my student loan early spring of this year. Then they stopped sending the invoice/Statement I needed each month to make a payment. I had to call to get the necessary document sent. Then, as my balance neared zero, they refused to send anything when I called. Finally, I got them to send a document to my email account, and I paid off the entire balance. Now I can't get them to send the promised "Paid-in-full" receipt document for my records. I have logged in and left the request in the comments box repeatedly, as instructed, but still no reply.

I am confused. Are these people actual employees of the Department of Education? The person that called me first said he was WITH the Department of Education and then he said that he was hired by them, then he said that they had acquired my debt. At any rate, his first question was, where do you work, followed by what kind of car do you own. Finally he put me on hold and ended up hanging up on me. Totally unprofessional guy.

They will steal from you. I paid off a student loan with them in full in 2008. They never sent the money I sent them to pay the loan. I called several times to get my receipt and they never sent anything. The money was taken from my account and I am still being told that loan has not been paid now in 2016. They are bad people.

This company has contacted me so many times in the last 3 years, all of which i regretfully had to give the same I cant pay bc blah blah. they were polite every single time. A few months back they inquired into my sitiuation a bit more specifically and found out that I recieved food stamps. I guess that being on food stamps proves my poorness and allows me to make $5 monthly payments, Im not sure how I will ever pay it off at that rate, but its definitely a reasonable cost to get it out of the negative on my credit report, They also stated that a family of 3 would have to make a substantial amount for this $5 a month payment to increase. Dont know if this info is useful to anyone but, it sure made it possible for me to finally start taking care of the debt.

Representatives from ConServe harassed my mother (81 yr. old) with threats of taking her house. Various ConServe representatives called/harassed my employer and placed a wage garnishment against me with a Court Order that appears fraudulent; the Court Order was not endorsed and issued without being filed in any federal/state court. My employer was skeptical about the garnishment; however, complied because they were threatened by ConServe. ConServe forced me out of my job and I lost my home. I contacted various criminal investigators that I am affiliated. ConServe is a private debt collection agency that maintains illegal connections to confidential information provided to them by members of the Dept. of Education. At this current time, Court Orders are under investigation for discrimination and commission based income for ConServe employees (family related to members of the Dept. of Education) regarding invalid, unconfirmed and inflated debts under the assumption of debt relief/collections. ConServe has access to some very confidential information that is fed to them from affiliate family members of the Dept. of Education. The affiliated Dept. of Education family members are in positions of confidence with USA public information and have been illegally disseminating confidential information to ConServe for the purpose of familial and monetary gain regardless of the fact the debts are invalid. Also, ConServe targets individuals based on race. I do not know what race they are; however, ConServe target many people based on race and ethnicity. File complaints against ConServe with the CFPB and the FCC. If you can afford it (most can't) hire a P.I. and a lawyer. My Attorney wants them in jail and will issue federal court warrants to investigate the ConServe/Dept. of Education affiliates (who are familial to each other) and receiving commissions from illegal wage garnishments against working Americans.

After I filed a CFPB complaint, it got much worse. At least 2 – 3 Court Orders were issued against me without my knowledge in less than four weeks. A large wage garnishment against me concluded my dismissal from my job because my employer was threatened and did not want to be a part of it. Before directly targeting me, ConServe harassed my 81 year old mother and threatened to take her house. (My mom lives in a small house that was paid off prior to 2002 and no debts are owed on her house or property.) I was never advised of any reason for the wage garnishments nor was I ever advised the reason ConServe froze my liquid assets/bank accounts. Because ConServe is tied to the IRS and federal gov’t, the individuals who are terrorizing working USA Citizens consider themselves above the law. I actually pay my taxes. Working USA citizens have been targeted by ConServe with falsified debt collections that are unverified. Because I have been victimized, I involved a known federal investigator. I am not the only terrorized working USA citizen targeted by ConServe. ConServe victimizes and targets a specific ethnicity. My Attorney verified racism and monetary gain is a distinct reason for their game. ConServe is under federal investigation for confiscating payments re: actual debt payments owed/paid to the Federal Dept. of Education. I have no idea, who or why anyone would do this to me and I was not even targeted this badly while working active duty in Afghanistan. My Attorney has worked in federal courts/military tribunals. ConServe Representative, Jim Cosco, stated Mark LaVie was the Judge issuing court orders against me (although, I am unsure these names were real and I have never actually seen any court orders nor any legal documents.) One ConServe representative called me at work and stated his name was Attorney Jim Cosco and that I owed him $20, 000. I never owed anyone $20, 000 in my life and had no idea what or why he was calling me. Well, ConServe bought the ticket because my income garnishments and bank accounts have been pulled into theirs. Now, let’s going for a ride and let’s play ball, brothers! Now, ConServe bought the ticket and they are going to take the ride.

I paid off my student loan over 17 years ago to the US Dept of Education. In 1986, I spent one semester at Kansas State University and fully paid off the student debt prior to the year 1998. I cannot currently afford legal representation to remove a false bankruptcy of $20, 000 from the US Dept of Education on my credit report nor provide in court documentation that all my payments to the US Dept of Education were made and completed over 17 years ago. My current car payment to CHASE is advanced paid through February 2019 and my CHASE credit card balances are zero. ConServe representatives harassed my 81 year old mother, my employer and me for several months during the year 2017. Last month, someone from ConServe called me at work and said he was Attorney Jim Cosco and claimed I owed him $20, 000. (I never owed $20, 000 to anyone in my whole life of 50 years.) My most recent employer was contacted by ConServe and threatened with a $20, 000 penalty if my wages weren’t garnished. My employer proceeded with very large wage garnishments and then just fired me because the problem of harassing calls from ConServe was pervasive and they didn’t want to be involved. ConServe Attorney Jim Cosco said Judge Mark LaVie issued multiple court orders that permitted wage garnishments against me and froze my CHASE Checking Acct. (I don’t know if the names they gave me are real, due to the fact, I was never given any court orders nor legal documents.) I lost my job, my home and am very concerned about using any USA bank. The people at ConServe are some type of outsourced third party collections agency for the US Dept of Education and they have confiscated payments from USA working citizens for many years regarding invalid debts that were forgeries. It has been confirmed many USA working citizens were terrorized with false wage garnishments, court orders and, even, federally incarcerated for invalid/forgeries that were claimed to be USA debts collections from ConServe and on behalf of ties to the Dept. of Education. This is not a joke. I spent six years trying to find a job when I was fired last month due to the harassment of false debt collections. If you are a terrorized USA working citizen because of false debt collections from ConServe, contact the New York Attorney General’s Office. File a complaint with the CFPB and contact the New York Attorney General’s Office if ConServe has victimized you.

Historically, IRS/FBI Agents were paid a hefty salary with generous benefits by tax payer dollars to investigate bona fide crimes.
After exorbitant USA gov’t operations spending between the years 2009 to 2017, compounded with the Recession and Obamacare losses, IRS/FBI Agents as well as essential gov’t employees experienced major setbacks along with the public sector. Currently, IRS/FBI Agents have to hustle to try and make their independent investigations pay their mortgages and achieve wages encouraged through costly court trials comprised of integral court orders, docket dates and federal examinations against defendants who literally have to foot the bill and pay their salaries. “Defrauding the US Gov’t or IRS, ” have been favorite reasons for independent investigations against public/private sector USA working class citizens who became criminal defendants in court cases due to owing back taxes or student loan debt. In my case, I really only had one semester of college with a student loan debt in 1986 and paid it off just prior to the year 1998. Currently, in 2017, supposed Agents claimed a $20, 000 Bankruptcy case against me on behalf of the US Dept of Education and their accumulative costs to investigate it. That’s amazing because this morning in less than a 10 minute phone call, I confirmed my student loan debt no longer exists to determine accumulative investigative costs resultant of a $20, 000 US Dept of Education Bankruptcy. Today’s Agents are IRS/FBI wanna-be rock stars who cannot manage their own bank accounts so they have to be imaginative and forge investigations to pad their wallets. This is a fine example of the previous Obama Administration’s idea of sharing the wealth and the spending of our USA tax dollars. Mr. President, we need some change today. Our economy is still a wreck and we have a foreign investor crisis.

Furthermore and in addition, I live on a Native American Indian Reservation. Do we need to revisit Wounded Knee 1973, again?

During the month of September 2017 more than $2, 300 was taken out of my earned wages and CHASE bank account. Supposedly, Mark LaVie issued court orders to garnish my wages and Mark Dubnoff issued court orders to take more than $1, 300 out of my CHASE Checking Account. (No Court Orders were ever provided directly to me and I cannot verify names.) The false bankruptcy for $20, 000 that was added to my credit report on behalf of the US Dept. of Education doesn’t make sense, either. I don’t have any other debts and this is not a case of mistaken identity. The State of Idaho owed me $500.00 for an overpayment of state income tax from contract work I completed in the year 2014. I never collected the $500 from the State of Idaho due to the fact I had to move to another state for different contract work and was not contacted. The State of Idaho claimed Mark Dubnoff examined the state income tax debt owed to me and charged more than $1, 300 in federal IRS investigative costs for it and this was the reason Idaho took it out of my CHASE account. Again, all my bills are paid. I don’t know who these people are. They are clearly and objectively trying to kill me and almost succeeded last month. If they succeed with their objective and kill me, they will continue to do this to other people. Mark Dubnoff has a running track history for his objectives. Please access and read his case histories.

In historic case histories regarding IRS independent investigations/wrongful convictions; both, #1: LaVie and #2: Dubnoff scored and won with false prosecutorial evidence and prosecutorial misconduct on a regular basis. Normally, IRS Agents target people with more money than I have. That doesn't change anything, though, I was still their next target for some reason. I guess, I pis--- them off. (Neither citing nor quoting; however, for extra credit check an alternative for future prosecutions with better attorneys than #1 or #2: 2006 Wisc.L.Rev. 399 - Washington UN - The Relationship Between Prosecutorial Misconduct and Wrongful Convictions: Shaping Remedies for a Broken System.)

In September 2017, when the State of Idaho seized more than $1, 300.00 directly out of my CHASE Checking Account, CHASE immediately notified me by text message. However, I never received any court order, legal documents nor disclosures. I called CHASE and was provided the following contact information at the State of Idaho, Shirley at phone number [protected]. I had to call the phone number several times and left a voice-message. When I spoke with someone at the State of Idaho, they did not tell me their name; however, the person who represented the State of Idaho and talked with me, advised I had an Idaho state income tax overpayment of $500.00 from the year 2014. I never received the overpayment after filing my Idaho state income taxes because I was working in a different state. Also, I was advised, Mark Dubnoff examined my Idaho state income tax overpayment and charged more than $1, 300.00 in IRS investigative fees that were seized directly out of my CHASE Checking Account by the State of Idaho. I had to immediately pay the $1, 300.00 to the State of Idaho (on my CHASE Credit Card) to release the seized funds from my CHASE Checking Account or I would not have been able to cancel my CHASE Checking Account without additional fees. I finally cancelled all liquid asset CHASE accounts and moved my cash to a different international bank. The harassment of Conserve with resultant false wage garnishments and the false bankruptcy were concurrent and simultaneous with my seized checking account. This doesn’t make any sense due to the fact I have filed annual taxes every year since I was a working teenager and never been informed of any tax discrepancy nor IRS penalization. I never owned property. The IRS targeted me in 2017 for some unknown reason and was able to impound more than $2, 300.00 of my earned wages in the month of September 2017. No joke, I was never served legal documents nor advised any reason the IRS would do this to me and I have always paid income taxes and I do not have any current debt. I am currently seeking international employment where stability in income is more focused and defined. If the IRS victimizing me as an American citizen on American soil is not a form of terrorism, I don’t know what is. Even if I did owe debt to the IRS (and I really don’t); there was no reason I should not have been informed before these types of aggressive tactics were used. The IRS coerced me out of a good USA job that took me many years to obtain. Currently, I am seeking employment in other countries where I will not be threatened and victimized by the IRS for falsified debt collections. I will still pay taxes; only, now I will gladly pay them in a different country.

Evidently, my 2017 reported log in this online Complaints Board (as the alias Page Callisco) hit some nerves with the US Dept of Education and their familial investments in outsourced Conserve debt collections. As a result, the US Dept of Education/Conserve targeted me. (It was my objective and allowed me to identify the source of false and harassing debt collections. It was my objective of this blog; but, I was very surprised to be able to confirm how far this problem of false debt collections extends with the IRS). The US Dept of Education sells unverified/unconfirmed debt to Conserve. Conserve supposedly collects unverified debts with discretionary and unlimited interest and fees that are “under contract” with the US Dept of Education. The discretionary and unlimited interest and fees that are collected from Working USA Citizens are deposited into Conserve family members personal and/or business bank accounts and not at all applied to any actual reported college debt. Working USA Citizen’s think they are honestly paying a college debt that they owe and have made regular honest payments to Conserve; however, their college debt payments are actually “under contract” as discretionary and unlimited interest and fees collected by personal representatives and affiliates of Conserve. The resultant factors are a bewildered population who attended schools with US Dept of Education loans and who honestly made regular payments and believed their debts were paid in full after a scheduled timeframe. After the Obama Administration, these bewildered Working US Citizen’s began being criminally penalized and federally incarcerated for college debts from the US Dept of Education that rightfully should have been paid off if the US Dept of Education/Conserve affiliates were functioning in a legit, reasonable and even-handed manner. Whoever decided to outsource US Dept. of Education unverified/unconfirmed debts and collections should be held criminally accountable for the misappropriation of college debt payments through Conserve. Conserve representatives need to be held accountable for the misappropriation of federal debt and collections. Conserve collected tax payer’s dollars and payments without verifying the validity of actual debts and pocketed the payments as discretionary and unlimited interest and fees. This Truth is not finished, yet….many college debts such as mine were paid off (mine was paid off prior to 1998). Who collected my college debt payments, if my payments were not report towards my US Dept of Education college debt that amounted to less than $1, 500 in 1986? My guess it is the same people how have now in 2017 placed an unwarranted, unverified and unjustifiable US Dept of Education Bankruptcy on my credit report in the amount $20, 000. The Conserve family investors are responsible for a large amount of misappropriated debt payments that should have been issued to the US Dept. of Education. It’s time for someone else to catch the ball. This is nice ball game for the US Misappropriations Committee (actually, The US House Committee on Appropriations) in Washington DC. I’m out.
