Republic Services - Customer service/billing

I called to order a trash can since I didn't order one when I started my service. I called on July 28th to order just the trash can and was told it would be delivered on 8/5/20. I paid my bill per the new amount due to the my billing cycle started on 8/5. On 8/5 the trash can was never delivered. I called back and was advised the trash can would be delivered on 8/11. The trash can again was not delivered. I called back and was told that the trash can should be delivered no later than 8/15 because they were out of trash cans due to Covid and people ordering 2 to 3 extra cans. So I waited and then I get a bill in the mail charging me five delivery fees. I called the billing department and told the lady I was charged 5 delivery fees, 2 for a recycling can I never asked for and 3 for the trash can. The lady on the phone advised she can only credit me per the what my bill is for which was $11.49. I said no I want to be credited for all 5 of the delivery fees of $5.50 as I never received a delivery. She advised she could not do that and said she would have to have someone call me back. I asked her why so she transferred me to the escalation team and I spoke to Courtney. I told Courtney the situation and asked her to cancel any recycling as I never asked for that can. Courtney said she would only credit me for four of the delivery fees and I said no I need to be credited for all of them because the bill is not accurate and no trash can has ever been delivered she was refusing to credit back all the charges. I asked to speak to her manager and she said I would not be speaking to anyone above her. I told her she is not allowed to do that and I demand to speak to her manager. She kept refusing to allow me to speak to someone above her. She then said she would credit me all 5 charges but she would make sure when they deliver the trash can that she would make sure that bill me the delivery fee again. I told her per the bill I will be charged the delivery fee again when it's actually delivered. I still demanded a manager and she said there isn't anyone available I will transfer the call to someone voicemail. I don't know who's voicemail I was transferred to but no one has called me back to resolve the situation. If you do not have to call customer service then this company is great but they do not have good customer service. No one seems to know what's going on or what they are doing. They have excessive hold times. I would rather do business with another company but they are our only option in this city.
