BlueCare Express No arrival of item even though it states it was delivered

I ordered a item through Ebay a Digital Meter to test capacitors on 4/22/22. Order number: [protected] Item ID: [protected]. It was shipped by a courier by the name of BlueCare Express. Seller name : USA*STORES. Estimated delivery date was 4/28/22. I received a update on 4/23/22 @ 4:11am through Ebay still estimating the item to arrive on 4/28/22. On Sunday 4/24/22 I receive an email telling me it was delivered around approx: 4:23pm. My Mother & I live together and neither one of us received the item. The updated delivery info stated it was delivered to "A Safe Place" but doesn't indicate where. I checked all throughout the building I live in as well as a place called "Pack City" but to no avail. I notified USA*STORES to give it a few days simply because packages get delivered to the wrong buildings all the time. I waited a few days but nothing showed up. So then I called our Apartment Office. They stated they will check the buildings I don't have access to. They called me back approx 1-2 hrs later and stated they didn't come across any package. So I've been contacting USA*STORES many times but to no avail. They will not provide a refund because they state that it was delivered. But here is the problem. BlueCare Express is NOT a shipping or courier Company at all. They are a Service/app dropshipper. They convert amazon logistics and tracking numbers to something Ebay & Paypal acknowledges. So they are not a courier or shipping company they are a software company. Bluecare Express reviews are not very good at all. When I read the reviews/complaints they sound very similar to my case. With comments like how packages were delivered to "A Safe Place" to "ask neighbors". Deliveries made on Sundays that just can't seem to be found. Items that are ordered but never arrive. This company in and of itself needs to be investigated. This is what I want more than anything. This needs to stop. Anyone can read the complaints on www.trustpilot.com and see for themselves that there is a lot of complaints about this company.

Desired outcome: Firstly, I hope the BBB or even the FBI does an investigation on BlueCare Express. Secondly, of course I'd like my refund. Why should I be out of my monies as well as the product I ordered. Not fair .....not fair at all!!!

Item not delivered to me last week and customer unhelpful and evasive.I am going to contact the authorities if this is not resolved to my satisfaction within 24hrs.

Plz provide photographic/signatory/gps evidence of who & where this was delivered
