Desired outcome: Refund and public notice to all customers who are signed up. I want them to know they signed up and get a 2nd confirmation that they want this service

Optimum included a service which was unauthorized, deceitful and not acceptable. Request for immediate cancellation as well as full refund of the unauthorized charges. If customer service fails to resolve the issue, escalate it to their corporate office. Otherwise, lodge a complaint against your bank concerning the stated charges and also file against FCC regarding this matter. Share your story to warn others. Make sure they pay for that.
