Applicant contacted WES by phone in June and informed a WES representative that it is necessary to separate credentials from the course-by-course evaluation that had been completed in the year 2019 (previous account № 4176786). More precisely, Medical Academy must be separated. The representative consulted a supervisor and answered that it can’t be free, and it is recommended to create a new account. A new account № 6566055 was created, and payment in the amount of $172.00 was paid for the separation of credits. WES was informed several times in writing that the new account 6566055 may not contain any information about Medical Academy, and the course-by-course evaluation of two other universities, State Technical University and State Pedagogical University, must be copied from the previous evaluation. In the Inquiry ID № 3281316 dated July 5th, 2024 all the abovementioned facts as well as the fact that the new account has nothing in common with new evaluation were emphasized.
After Applicant received the message that the separation of credentials, for which Applicant paid 172$, had been completed, he found out that the credentials were not separated. Medical Academy was not removed from the account as it was required and promised by a WES representative. The first page of the evaluation summary contains information about Medical Academy. The Medical Academy was not removed from the new account.
Moreover, the course-by-course evaluation of Technical University and State Pedagogical University was not copied from the previous account to the new account. The requirement for which Applicant has paid 172$ was not met.
In view of the abovementioned facts, WES was contacted again. Inquiry 3377181 was created. In response to the given inquiry, a representative answered, "Your evaluation is complete; if you wish to get an evaluation upgrade, please go to your 'my account’ profile and order an evaluation upgrade.”
On October 11th, 2024, WES was contacted by phone. In response to grievances, a representative answered that the credentials can’t be separated.
There is no doubt that Applicant was misled by WES several times. WES collected payment in the amount of 172$ for a fictitious separation of credits. Separation was not made, and course-by-course evaluation was not copied properly from the previous account. WES evaluators had the opportunity to stop doing fictitious separation at any stage if they understood that it could not be done and cancel the account. In spite of this fact, they continued doing fictitious separation, which is not a mistake but misleading and unfair business practice. The notorious separation of credits has been in progress for four months (from July, 2024). In the middle of October, a WES representative affirms, finally, that the credits can be separated.
As for a copy (not for a new evaluation) of course-by-course credits of two universities from the previous account, Applicant can order an evaluation upgrade, but the fee for this upgrade must be rebated, for WES will not be doing a new course-by-course evaluation, and WES will not calculate GPA. WES will copy everything from the previous account. WES didn’t send requests to the universities and didn’t receive the confirmations in the year 2024. All this work was done in the year 2019. Hence, WES may not charge payment for the fantasy course-by-course evaluation. Copy of the previous course-by-course evaluation MUST BE DONE FREE OF CHARGE.
In short, the Applicant’s requirements are:
WES failed to provide an appropriate response to the complaint. In response, WES representatives pretended that they didn't understand what was being said in the complaint. They avoided resolving the issue in the complaint on its merits; they avoided giving a direct answer.
In short, the Applicant’s requirements are:
1. WES must separate credits properly. St. Petersburg State Pediatric Medical Academy must be completely removed from the new account (it is not removed now). The evaluation report may not contain information about St. Petersburg State Pediatric Medical Academy.
2. WES must copy the course-by-course evaluation that had been done in the year 2019 from the previous account to the new account, and WES may not charge an additional fee for this copy, for it is a copy of the previous evaluation, not a new one.
3. If WES insists that credentials can’t be separated and course-by-course evaluation will not be copied without additional fee, Applicant requires that the fictitious new account for the separation of credits be closed and a full refund in the amount of 172$ be made.
4. If the abovementioned requirements are not met, Applicant will consider WES action as unfair business practices and the creation of the fictitious evaluation under the pretext of the separation of credits for the purpose of collecting payment in an illegal way. Applicant will be escalating a complaint blaming WES for unfair business practices.
