Cardinal Management Group uses home owner funds to funnel money to their own maintenance and construction companies. They made claims to the insurance complains acting like the sister companies are unrelated. They inflate the claims by reporting more work was completed than they actually performed. On top of all of that, they never did the work. They refuse to fix properties...

Steve Rugen is a properly manager at Cardinal Management Group. Steve has a scam of using his friends to make property repairs once he files an insurance claim.
The repairs are never made and the insurance money is never paid to the homeowner. Rugen's Professional credentials are a cover up and we have noticed the organization awarding the credentials.
This scam has been going on for years now.

Tom Markell works with Cardinal Management Group. He has admittedly and mistakenly towed my car off of my property in April using a company called Henry's Wrecker Service [protected]). Cardinal is starting to address payment of the towing cost... finally in July, but the damage done to my car is not being addressed by Cardinal's Tom Markell or Henry's. They are both pointing to each other. There are scratches, gashes, damage, and rattling noises. We noticed a few things and tried to write a report with Henry's. The guy was being a jerk at Henry's as well.
There have been numerous documented cases where Tom has failed to perform his duties as a portfolio manager with my experience with him. He has admitted himself he mistakenly had my car on a list accidentally and got my car towed accidentally. I found out it was him and his assistant that mistakenly had our car towed. We are and have always been current/compliant on all association fees, etc.
There was another instance where my garage had a pipe burst and they broke into my property. I was notified a week later of the incident by a neighbor... not Cardinal or Tom! Tom claimed someone from a neighboring association (Paola Feiss) sent a communication.
I receied no communication or apology from Tom for either incident. There have been other incidents as well.

I have tried to speak with Henry's, but to no result at this point. The car makes rattling noises. Henry's says Cardinal needs to address it. Cardinal says Henry's needs to.
Tom has proven to be very sketchy as he tried to prevent others from discussing this matter further with me.
The complaint has been investigated and resolved to the customer’s satisfaction.
Worst management company! Tom Markel is unprofessional and incompetent! He fails to timely address issues and fails to adequately supervise subordinates. He dodges emails and phone calls and fails to provide any answers to specific questions when asked! Failing grade for Cardinal!
Cardinal Management Group Inc is nothing but trouble for people owning property in its care. Thankfully the Fed is beginning to notice. The CFPB has flagged it.

Sandygirl76! you are spot on...Cardinal Management Group is the worst of the worst. They do not address or care about the concerns of owners and are very apathetic! Stay away from this company!
Cardinal Management Group and Rugen are aggressive, rip--off-oriented company. They specialize in the management of planned unit developments and extort homeowners via associations fees.
So many complaints about this HOA management company. I have sent dozens of emails and letters to the management company and in each instance, they tell me it is not the responsibility of the management company or HOA. I have all of the letters, mainly emails, refusing to accept any responsibility for what is clearly a HOA problem.
Had many problems with Cardinal
Cardinal Management is the worst of all. I can't believe
how they treated my concerns. They are hostile and leave these petty notes taped to my door. Mind you, only when I am gone. I see staff from Cardinal Management opening trash bags to see which unit throws away trash early. Generally rude, demeaning, discriminating, unethical, and horrible to deal with. Steve Rugen and Cardinal Management are the sleaziest company known for treating condo owner. If you have interest in living in a high-quality community with high-quality, polite, professional service provided to owners, look elsewhere than one who has hired Cardinal Management Group.
This company is unprofessional and Steve Rugen constantly lies. Head in the sand is being nice. A bunch of thugs and thief's. Steve is the biggest lire and thief of the bunch.
