Portfolio manager
Ms. Cynthia DuBusc from Cardinal Management Group, Inc (CMG) was duplicitous in handling a situation at the Grove at Huntley Meadows, Alexandria, VA. I have been the President of our HOA (until approximately June 20, 2023) for the past 3.5 years, as well as leading several committees over the past 15 years. I successfully led the organization through COVID and under my leadership our HOA was chosen for HOA of the Year, Medium Category, from the Community Association Insitute, which is quite an honor.
Per our documents, when there is a problem or a complaint, the portfolio manager is supposed to contact the president of the HOA. In this case, Cynthia did NOT contact me; instead, she contacted the VP, even though I was available. The VP, assuming Cynthia had called me, talked to Cynthia and then he called me to discuss a complaint I knew nothing about.
Ms. DuBusc’s actions were a breach of protocol and parliamentary procedure, not to mention terrible business practices. Dubois colluded with the VP to take over the President position promising him they would hire a part-time manager to do the work I had done. Her goal was to hire a part-time manager thereby almost doubling what we pay CMG. The majority of the duties (95%) to be assigned to the part-time manager were already identified in our original contract with CMG. This new person was going to be doing what CMG was already paid to do. This is most certainly a conflict of interest. Ms DuBois had pushed me to hire a part-time person and I said no. By telling the board they would be better off without me as president, and encouraging an individual with serious time constraints to take over, she accomplished her goal. Ms. DuBusc overstepped her authority, was duplicitous, and should be held accountable as should CMG.
I have sent correspondence to Mr. Tom Mazzei, the CEO of CMG on three different occasions and have not received a response. The letter I sent to Mr. Mazzei explained everything in detail.

I understand there to be a meeting the first Thursday of each month, is this at the Club House, or Zoom? I would like to discuss the parking situation for the third week of the month. Remember, I mentioned to you that many of us, in this neighborhood will be having our driveways Seal coated and will need to park on the street. However, I would like to discuss being able to park on the street in front of our home for handicap parking reasons! Can I address this at that meeting?

There will be a meeting of the Activities Committee on Thursday. The new board is in the process of organizing and has not yet been decided when the parking resolution will be revisited. However, there are no plans to permit curb parking for emergency access.

There will be 12 of us getting it done starting April 16 and that week. For the life of me, I don't know how this turned adversarial, but I confess that your request just doesn't make sense to me! To be clear, you are asking me to gather the color of the car, the make of the car and the tag numbers? When I believe all you need to do is tell your officers that cars will be parking on the street, possibly for the 16, 17 & 18 or when you see the yellow tape on their driveways!
This is a deed that we have done every other year for the past 12 years. This is the 5th time I have had this done for myself and my neighbors! Also, this is one of a few things we were planning to have done, I'm now not sure how to proceed!
If you intend to have their cars ticketed or towed because of the work they're having done, you will need to tell them yourself!

Additionally, each household has at least 2 vehicles, so the 3 visitor parking spaces might be just a little insufficient! Nor will I advise them to park on Rolling Paddock, where there are no parking restrictions, would you?

Please find enclosed the list of emails between me and Camille Gaines, HOA General Manager of Marlboro Ridge, Upper Marlboro Md.
I married my wife and moved to this area 6 mos. after she moved in in January of 2009 and me in September 2009. However, I have known her since we were 12 y/o. Therefore, her name is on the property and not mine! She is more accustomed to living in an environment where she is told what she can and can’t do. I have always lived in a home where I did what was necessary to maintain the standard and integrity of my property.
Over the years, I have developed a rapport with my neighbors, where when someone finds a good deal, that will help us all with the upkeep of our properties, we join in and allow the number of people involved to get a good price. We have been doing this for the past twelve years.
Background Information
I am a 67 y/o retired Math Teacher and a Disabled Veteran. If you turn your attention to those emails, I believe the concern is stated clearly. Again, my neighbors and I have maintained our properties in tandem for these twelve years without issue or incident. The problem started last year after the pandemic, when we received notice that we could no longer park on the street/curb. The matter had never been discussed with the tenants, but we were unclear as to whether it applied to our neighborhood since there had never been an issue! Shortly after, we all started getting stickers on the windows of our vehicles, threatening to be towed! The parking area is in a cul-de-sac and harms no one, so I truly don’t understand her position, other than, “do what I tell you to do”!
As I looked over the web page of Cardinal Management Group, the things I saw advertised does not match what Is being done at this time. Indeed, I feel Ms. Gaines is exerting her authority in a manner contrary to what your “Organization” stands for and I would like to get confirmation to that fact.
The benefit of being this age, is that you start to recognize patterns and behaviors of people. I believe, because she has the authority to levy fines, she will create a means for that! I believe there are people that fit certain jobs and some that definitely do not! Therefore, I have contacted my VA Representative about legal representation if needed for myself and my neighbors in a class-action suit if our vehicles are towed!

Westmar Lofts - Atlanta, Georgia management/leasing office
I am a current resident of the Westmar Student or Midtown (depending on the type of advertisement) Lofts. Recently, I have encountered some unprofessional incidents involving various members of the leasing office and security:
On Thursday (12/01/2022) morning, I was allowing the maintenance personnel enter my unit. Soon afterwards, members of the leasing office attempted to barge into my unit without proper notification and/or explanation. One male staff member indicated a person was moving into the unit and needed to inspect the vacant bedroom. I inquired into when this person was moving in. The male and female staff member responded that day. I questioned them both into why I did not receive notice of this occurring. The responses were irresponsible and passive. The male staff member stated he will bring my concern to the property manager. Within the previous (90) days, I was receiving an email notification that indicated the name and move-in date of the new tenant.
On Friday (12/02/2022), I received a delivery of perishable food items that was delivered to the package room. I contacted the leasing office to request my delivery be removed from the package room and placed in the designated common area, it has been delivery previously. The initial staff member was rude and not helpful. Therefore, I requested to speak with the property manager. The conversation with this person did not assist with me being able to pick up my perishable food delivery.
On the same day, I was unable to enter the front entrance with my robot key. I knocked on the door several times. The security person looked at me in a very non-customer service manner. When he opens the door, he muttered about going to the leasing office to reset my key. I told him now was not a good time. The security person blocked my path until I walked into the direction of the leasing office. After leaving the leasing office, I challenged the security person by inquiring what would happen if the leasing office was not open. Another security personnel interjected himself by stating the leasing office knew some keys may need to be re-program. I stated this again reiterate the challenges the tenants have to endure when the leasing office chooses not to properly communicate.
I am only continuing residence at this property because it fixes well within my budget. In almost two years of residence, I have seen more problems and challenges with the leasing office personnel than the immature tenants. Young adults, who are supposed to be emerging professional project themselves as unprofessional bullies.
Desired outcome: Mediation between myself and the most appropriate representative of Westmar (student/Midtown) Lofts. Other than that, I have very little optimism pertaining to this property being properly managed.

Corruption Management Group is one of the most unethical companies. They only hire criminals, crooks and street gangs without even checking backgrounds. I wish I could give them minus 10 stars.
Tom Markell is just unbelievable, how can he sleep at night after committing all these crimes? How come his bosses are ok with all what he's doing? Rubbish at best.

I recently moved to Northampton Place condominium in Alexandria, VA. Since then I've been suffering from dealing with the management company staff. Shayla Love is the rudest person you'd ever deal with, obviously she's the wrong person in this community.
Sunny is another disaster, the way he stares at me makes me extremely uncomfortable. After reading the attached Yelp review and talking with other residents and staff I'm concerned more than ever. In fact Michel Marquis said that he's the one who took her golf clubs from garage level G2. Fabiola is OK, she's been providing me with some valuable information. She didn't get along with the previous property manager but we all hope that she's still here. Anyone is better than the current one, dealing with dinosaurs is not fun.

Tom Markel is a real disaster. He ignores important residents inquiries and does nothing other than harassing young women in our community. He even harasses Cardinal Management Group employees who are scared from him. This is going to be a problem for Cardinal Management Group.
Cardinal Management Group needs to let him go before it's too late and replace him with an honest person who is willing to work with communities.
He was also a disastrous portfolio manager for our property. It was amazing how awful he was. Yelling at Board members during meetings, filing taxes late, loosing FHA certification. Not a single contractual deliverable was on time.

Thomas, Don, and Patrick Mazzei are scary. They run Cardinal Management Group like a sweat shop. They treat employees like slaves. They discriminate agaist people of color. They are the most unprofessional, disrespectful, incompetent but mostly unresponsive company I've ever encountered. They lie every day of the week! The best way to deal with this group is to let you government know about them and expose them.

If there were zero stars as a rating, that would be our choice. We are not satisfied with Cardinal Management Group. All the negative comments on yelp are true. Their communication skills are very poor. If you have this management company, watch your accounting carefully. Be sure to check your invoices, verify the work done and be sure to give your approval before they make payments to any unbudgeted expenses. Our experience is that they have made payments for unbudgeted expenses, over their contract limit, without Board or Treasurer approval.
It will blow your mind when you see what they are doing!

Owners of Fairlington Commons (Village 1) have complained for over 6-months to John Adams, Community Manager about the substandard work concerning the slab over the old coal bin, roof leaks, dangerous pot poles in the road and sidewalks, and broken fences.
Adams ignores our complaints and concerns. What really makes us upset is how he constantly fines homeowners $50 for not showing up to HOA board meetings. We cannot just take time off work to fight with Cardinal Management Group-JOHN ADAMS.
Why pay a HOA fee if they don't do the work. What does Cardinal Management Group do with the money? I'm moving.

Can't Trust Cardinal Management Group. Customer service is horrible, they are so rude it is unbelievable. They are suppose to make managing properties more efficient for the owner/residents. This was a HUGE mistake and we are very disappointed.in this company. I called many times and they just wont work with me.

If I could, I wouldn't give them any stars. They are rude, don't follow the guidelines and harass you. We have had major issues with Cardinal Management Group since we moved into our condo! We bought our condo and a week later got a "final notice bill" about our condo needing to be repaired, they sent us to collections a week later because we failed to pay the ridiculous fine that was sent a week after moving in. We have sent emails with absolutely no response, we have called numerous times and left messages with no call back or even a message back. They sent us a fine for things we have fixed, they have hearings when people are working so they make it impossible to get to these hearings. Very rude and unprofessional.
We are considering moving because they are so ridiculous and so unprofessional and rude. Don't buy a property where they manage. You will instantly regret it.

Since I see no avenue to present my complaints about the management company itself, I will use the internet. My complaints go unanswered, ignored, and in some instances, I receive a rude response from Cardinal. We have owed our property at Twinbrook for several years and over the past 3 years the community is in shambles. It looks worse than it has ever looked. The roads are filled with holes and cracks, there is animal waste throughout, trees have been removed without reason, trash and the smell of trash is often, the roofs are old and look like they are leaking.

Terrible! Do not work for! We have done work for a number of property managers, but these are by far the worst. They have used us for repair services for quite a few months and sent a decent amount of work, but take months to pay. Its like pulling teeth. Sometimes they dont even pay us. They approve work and pricing but then the invoices get rejected. Fingers are pointed in all different directions, and they are not worth working for! Stay away!

I am SO TIRED of this management company. My property manager is NOT responsive and has not resolved any of the simple issues I've brought to his attention. It's been three months since I requested a they change the light bulb near the parking lot. It's scary walking into my unit a night all by myself. Apparently, this is too difficult a task to handle.

The duplicitous, harassing, and unprofessional behavior continued by Cynthia du Bois even after I was re-elected to the Board by our community in December 2023 Her constant attacks on me, and her using our HOA lawyer to attack me are unconscionable. She also orchestrated a secret Board meeting to turn our new Board against me. Cynthia’s egregious behavior towards me and her nonstop determination to turn the new Board against me caused ireputable harm to our neighborhood. Her unregulated and hateful behavior toward me has no place in the management of our HOA. What is seriously surprising is that she is one of Cardnial Management's Vice Presidents and they do nothing about this abhorrent behavior.
