I am disabled, elderly man on a fixed income and a friend puts money on my PayPal to cover the charges to have food delivered.
When I only received a few items of my order, I tried finding help only which is kind of hidden, then I called and they refunded the order, but I won't get my PayPal funds refunded for days.
I didn't get most of the food items I order.
Not only was that dinner for tonight, but for the week.
I figure the loophole is that shoppers are looking at the items to shop for then, getting a free meal, while old, poor, elderly people pay for it.
Granted, if they are hungry, I would have shared, but they took all I had for now until I get my funds restored to PayPal.
I spent over $30.
If that doesn't get refunded or even if it does, this may be HEADLINE NEWS worthy.
Instacart has a market capital of $39 billion!
They didn't even offer to send a different shopper.
Well in this case, since you can't determine what to do for loyal customers that explain what happened and since the refund does NOTHING for being able to shop until my PayPal funds are replaced and that could be a 3-day inconvenience as I need that in order to shop anywhere else.

PayPal not issued me refund

PayPal transaction ID: 3BD72704G9361042W Transaction Date: June 6, 2022 Transaction Amount: $1,049.99 USD Case was closed without refund and I can't work with PayPal or seller. Before i opened case on PayPal, I have opened return request on eBay and return was delivered successfully back to the seller on June 24. As return was delivered back to the seller one of eBay representative told me that refund was issued and case was closed in my favor, but i have not received any refund notification and after this i have opened case on PayPal. Order was returned with UPS and signature confirmation was included. I've added all documents on case. Surprisingly, On June 26 eBay representative told me that refund was issued but i have not received any refund notification. After this i’ve opened case on PayPal. I received defective item from the seller and i let them know regarding this problem and once return was accepted it was shipped and delivered back to the seller successfully more than 19 days ago. I’ve uploaded return tracking information and additional proof of delivery from UPS. Return was completed with UPS Ground service where signature confirmation was included. Case was closed and i have not received my refund. I have contacted PayPal about case resolution but I have not received any response. I wasted my money and item as it was returned. Seller not responding me, nor PayPal. Need your help to fix my problem. Thanks
Requirement for a cell number
I tried to log in to view my account and you require me to provide a cell number. If I do not have a cell phone then I am prevented from logging in. I called your help line and was on hold for 22 minutes before talking to someone who can barely speak English, just to be told that you require a cell number. Now I cannot view or change any of the information on my account!
Desired outcome: Remove the requirement for a cell phone so that those who do not have one or cannot afford one can log into their account!
Refund
I ordered a tractor for my father for Father's Day on May 30, 2022, for the amount of $1,299.30 with an additional $310 for shipping. Therefore, the grand total was $1,609.30. The merchant said it would be delivered in 2-3 weeks. After waiting 4 weeks, I tried calling them at the number provided, this number was not a working number. So, I emailed them several times, with no reply. I decided to ask PayPal for hep resolving this issue. After determining the merchant was fraudulent, I was told I would be getting a refund.
Once my refund came on July 12, 2022, I realized it was only for the $1,299.30 and not the entire $1,609.30 like I was told. So after contacting customer service I was informed that I only requested the purchase price back and not the shipping? Now it clearly states in their Buyer Protection Policy "If you don't receive the item that you ordered, or it shows up significantly different from its description, you qualify for Purchase Protection, and we'll reimburse you for the full purchase price plus any original shipping costs, subject to terms and limitations. If you are charged for a transaction that you didn't make, let us know within 60 days, and we've got you covered."
However, this is not the case! I have contacted them several times regarding this matter and they told me I had to request the shipping refund separately. So, I was like okay well I want to request it now. But the agent said that since my case is closed & because they closed it in my favor that it cannot be reopened to give me the $310 in shipping back? Who wants a refund on just the purchase price on an item that was never shipped to them? So I am to pay the $310 for shipping on an item I never even received? This is BOGUS! I specifically used PayPal so that I would be protected from situations such as these. This company is CROOKED & do not have your back! Beware using them, they are just as bad as the scam artists they allow to use their services making you think their sites are safe and secure. HORRIBLE customer service! When I expressed my dissatisfaction of the outcome, the chat agent even erased our chat history! I wanted to include it in this complaint and it has been erased! Goes to show how crooked this company really is. SMH! I wouldn't be as upset if it was like $30 in shipping but $310 is a lot of money. This is theft! These ppl are stealing from their customers. Something needs done. I am in the process of talking to many others who have similar experiences and am looking into a class action lawsuit.
Desired outcome: To refund my $310 ship[ping cost you promised and your Buyer Protection Policy states you do for customers as a "Peace of Mind".
Lace Front Wigs
I ordered 3 lace front wigs on April 30 and had not received them over a month, I contacted paypal and they said to contact the seller and provided some contact in China. I emailed them and their response was it should be there soon be patient so I emailed them back telling them to cancel my order to which they stated it could not be cancelled because it had already been shipped. It was over a 1 1/2 before the items showed up. Those wigs looked nothing like they stated so I contacted paypal saying I wanted a refund and I could return the wigs. Well they did not tell me I would be responsible for the cost of shipping and handling. I paid the shipping and handling and still have not been refunded for the price of the wigs $119.97 and the postage of $28.95 and it is August 4th. I have been emailing paypal and nothing has shown up in my account. They took my money within minutes of purchase and it has taken literally an act of congress to get my money refunded back to my credit card. Four months for an issue to be resolved is downright ridiculous and appalling.

I sold a car through them on April 4, 2022. It's now the first of August and I still have not been paid. I send them emails and I get the run around. I've been tying to get paid for some time now. The car has been in POLAND for a month. I've tried to email the buyer, I've told the Escrow Co. that if I didn't get paid I was going to file a complaint with the State of California, but I was hoping this would be better. They have the money on hold. The buyer has paid them but they won't released the money to me. If you need the e mails I have them all.

So I started a paypal account to get money sent to me by a friend of mine. They are making it impossible to even get the money out. I made a mistake on the paperwork and put something in incorrectly. I was told by a supervisor if I put the correct name in with my id and something else my limitation would be taken off. I've been fighting for nearly two, almost three weeks. Its 60 dollars. 60 dollars I need to get my dad a ride from work. I still cant get it. I was told once again today they cant do anything. I was told I could withdraw it but my cards aren't working. The least they can do is help me send it to my mom so she can do it. after I get this money off you best believe I am getting rid of it. No help what so ever

Paypal has made it almost impossible to file a complaint. AVG had me on a free trial and the free trial ended on Jun 12, 2022. Well AVG sent me and email on June 5, 2022 letting me know that I only had 7 days left. I responded to the email letting them know that: NO! I do NOT want AVG and they have NO RIGHT TO GET INTO ANY OF MY ACCOUNTS OR TAKE ANY MONEY OUT OF ANY OF MY ACCOUNTS!. I know the response went through because I did not get nothing stating otherwise. On June 12, 2022 they took $81.31 out of my paypal account. I sent a complaint to Paypal and I had to copy and past the response on the response to the email from AVG because there is NO WAY of posting it or dragging it to the little section they give you. Paypal sent me an email stating they got my proof, but then denied my claim. I explained on their FB page that I can not get it to let me post the actual EMAIL and I need to know how to get it to them. It would NOT sent without a picture so I put a picture of a Pontoon as I did not know what else to do. THEY DENIED ME AGAIN. They are wrong and I do still have the email from AVG and the response. I do not know how to get it to anyone that can do anything about it. The pictures below show the email, if there is a way I can forward the whole thing to you I will do it. Please help me!
Desired outcome: I want my money back that AVG took out of my PAYPAL account. I believe it is $81.31 and then I want PAYPAL to make it easier to get them the proof they need. they have made it IMPOSSIBLE. Paypal has changed and NOT FOR THE GOOD.

Refund for services not received
I requested a refund from MyCleanID/Real Defense on June 8, 2022 for services paid for but not received. The technician was unable to login to my PC and therefore could not install the software. I immediately requested a refund. I later find out that they cancelled my order. I have been in contact with MyCleanID/Real Defense and they advise that a refund was sent to PayPal on June 8, 2022, however, PayPal says they have no record. I have tried to send them the transaction number provided by MyCleanID, but their response is "the case is denied." I have also sent a letter to PayPal requesting documentation for why my claim (PP-D-[protected]) was denied, but they have not responded. All I get from them is the same automated response that the claim is denied.
This software was never installed on my PC and I am due a refund. I have also filed a report on MyCleanID/Real Defense, and they have at least been responsive. Any help you can provide will be appreciated.

Did not do anything substantial about a suppler
I bought an item from FNKStore in China and it did not work. Contacted them and they suggested I try a couple of things which I did but it still wouldn't work. I asked that they take it back and refund my $59 plus pay the return shipping which is going to be around $40+. They said if I sent it back they would pay me just the $59 and I had to pay for the shipping. PayPal agreed with them. So if I send it back at my expense I will be out $40 for shipping and they will have their item back. Essentially I'll be required to pay $40 for something that didn't work. PayPal was not a reasonably proactive agent for it's customer. Even though the company agreed to take it back and that it was broken I still lose.

Payments held for 180 days
I have been using paypal since 2017 and so far my account had good credit score. Its almost a week since paypal restricted my access of funds. I work as a vendor, I buy and sell bitcoins and so my clients usually send me funds through paypal then I send the funds inform of bitcoins. My payments have been held for 180 days. If paypal release my payments and get my account back to working ill be greatful.
Withdrawing of funds after 180 days
I received payment to my paypal email [protected]@yahoo.com. On the very first trade my account got limited. I was told to wait 6 months. The six months ended 3 months ago. I have not been allowed to withdraw my money after a permanent limitation. I have been contacting them almost on a daily basis but they keep giving me the same response until they recently placed another 180 days limitation on my account. I cannot use bbb.org in my country. Paypal says they are reviewing my activity. But that does not make sense as it is only 1 transaction and it has been 6 months and now they want to extend it to 1 year. How does it take 1 year to review a single transaction? I am completely frustrated. My paypal balance is 832.48usd
Just not working out for me
Even after providing my bank information, it refuses to let me transfer any funds from my bank account to my wallet. It's not much better than outright stealing my entire bank account, especially because my autism precludes me from going about the hiroshima bombing outcome they call a system. I had to cancel a debit card on file with them because I lost it — probably left it at a store — and therefore I have no more access to my money until the card is replaced. Poverty sucks! Maybe I should just break any relationships with the company and go out begging in the streets.

Account Access, closed account without warning, incompetent customer service
I changed my phone number but still had to the old number that I no longer have access to tied to my account. I was unable to sign in and attempted to get it changed over the phone with no success. Went through dozens of security hoops with multiple representatives just to say they can’t change the number on their end. One PayPal rep will tell me it’s a PayPal credit issue, then transfer me to PayPal credit. The PayPal credit rep told me telling transfer me to someone who can help, then transfer me back to PayPal. I was stuck in this loop for hours for multiple days of calling back and trying my luck to connect to a rep that finally knew what they were doing. But no success.
I did the same process with my banks and it was an easy fix. It took no longer than 10 minutes with one representative. I gave up and had no choice but to let PayPal take out automatic payments anyway.
Then I was hospitalized for several months. A loved one tried to pay my PayPal bill on my behalf and they wouldn’t let him. The automatic payments began to fail. After three months PayPal closed my account without a formal warning. No emails, no physical letter warning me about the closure.
Called again about changing the phone number. Now the only solution they can give me is to close the accounts and make a new one with my new phone number. I shouldn’t have to effect my credit score with one of my oldest accounts just to get a phone number changed.
This company makes it impossible to keep its paying customers. I’ve seen dozens of complaints from customers with the same issue. It’s like PayPal doesn’t want to get paid and it negatively impacted my credit score as a result. I’ve never dealt with company so inept as PayPal.
Desired outcome: Change my phone number so I can access my account and change how to pay you.

I started earning from 2021 by answering surveys online and paid games, and the payments are sent to my paypal account.
On May 24, 2022 I start to learn trading online buying/selling crypto currencies and my commissions sent again to my paypal account, but paypal put my money on hold until July 14, 2022.
And recently on June 1, 2022 Paypal is holding my money for 180 days and permanently restricted my activities that I cannot perform any transactions anymore. As an average person, I am trying to earn a decent money for my family for their daily needs, and I still want to continue earning to provide for them.
I am humbly request Paypal to activate my account to continue my earnings as my earning are not illegal nor disturbance by any means. Hoping for your Paypal’s kind considerations.

My permanently limited account
I am writing to complain over my PayPal account that has had permanent limitations imposed on it last week without clear reasons.
I do editing of research papers such as projects, thesis, and dissertations to earn a living and some of my clients are in other countries. For instance, I offered editing services to Rachel Silva (a former classmate of mine while in the Philippines). I opened a PayPal account for this purpose. She sent me the payment through PayPal but it was put on hold and my account was permanently limited hence I cannot do anything with it. Although Rachel sent a confirmation letter (attached below), my claims to PayPal proved unsuccessful. Rachel has also tried to follow up but the issue has not been resolved yet. This has paralyzed my services as I am not able to get my payment to pay my bills. It is also making it hard for me to continue offering my services overseas.
I am hereby requesting you to kindly remove the permanent limitation and allow it to continue operating.
