On August 8, 2023, I paid for WES services for the evaluation of my diploma and uploaded all the necessary documents in my personal account. I then contacted my educational institution to request confirmation of my education. Since this institution was under the Ministry of Internal Affairs of the Russian Federation, they refused for a long time, citing the absence of the corresponding regulations. I had to write several appeals to the Ministry of Internal Affairs of the Russian Federation. After that, my educational institution finally agreed to confirm my higher education diploma. However, currently, it is prohibited to send emails abroad from the institutions of the Ministry of Internal Affairs of Russia. Therefore, an employee of the institute sent an academic transcript confirming my education from their personal email.
This document was rejected by WES on September 15, 2023, as it did not comply with WES's internal rules. I understand this, so I again contacted the Ministry of Internal Affairs of Russia to request an academic transcript on paper in a sealed envelope. I was already in Canada and have not lived in Russia since October 2020.
The institute fulfilled my request and handed me the necessary document through my representatives, which fully complied with all of WES's requirements. I have photos of the document and the envelope.
Upon receiving the envelope here in Canada, I packed it in a postal envelope and sent it to the address specified on the WES website. I also have a photo of the envelope. According to Canada Post, the envelope was delivered to WES partners on October 13, 2023. The tracking number for the mail is [protected].
Since the information in my WES personal account was not updated, on October 19, 2023, I called WES. I provided the postal tracking number, and a WES staff member confirmed the receipt of the letter and asked me to continue monitoring all information regarding the evaluation of my diploma in my personal account.
However, a few days later, the information in my personal account did not update. On October 24, 2023, I wrote a letter to WES expressing my concern. WES replied to me on October 27, 2023. From the content of the letter, I understood that the WES staff member who wrote the reply did not have information that the necessary document was delivered to WES on October 13, 2023.
On October 31, 2023, I called WES again, and a staff member stated that WES did not receive the letter from the institute. This situation causes me severe emotional distress and worsens my physical condition. I had great difficulty obtaining an academic transcript from my institute, and I will not be able to do it a second time.
